1 TESTING, RESEARCH & ACCOUNTABILITY
Parent Workshop On Birmingham City Schools Student Services Hello everyone. I am Dr. Chapman, the Coordinator of the Testing, Research and Accountability for the District. This department oversees the training, storage, dissemination and analysis for District and State Assessments. I also serve as the Research Liaison for our many partners as well as the Accountability Coordinator for the District.

For our short time together today, I wanted to review: how the State and the Federal Government hold schools and schools districts accountable for serving your students. 3 Alabama’s ESEA Accountability Model
FEDERAL SIDE STATE SIDE Alabama’s ESEA Accountability Model Alabama’s PLAN 2020 Accountability Model AMO Reports A-F Report Cards So, lets start with accountability. All Schools and school districts are held accountable by the Federal Government and the State with Alabama. Both of these entities have separate reports or report cards that they will issue to measure how we serve your students. The AMO report will be released this fall. The A-F Report card will not be released until late 2016.

4 Overview of Alabama’s ESEA Accountability Model
Alabama 2020 Learners Achievement (Reading/Language Arts and Mathematics) Alabama 2020 Support Systems Graduation Rate (Schools With a Grade 12 and Districts) Attendance Rate (Schools Without a Grade 12 and Districts) If you look a little deeper into the Federal Government side, you can see that it focuses on two priorities both of which are anchored in college-and career-readiness for all students. Alabama’s 2020 Learners measure achievement in the areas of ELA and Math Alabama’s 2020 Support Systems measures the Graduation Rate and the Attendance Rate This model will continue annual reporting of disaggregated student outcome measures for all ESEA subgroups in required content areas.

Learning Gains Proposed Indicators Measured on A-F Report Card Student Achievement Alabama PLAN 2020 Program Reviews Local Indicators Over on the State side we have a longer list of indicators that will be used to hold schools and schools districts accountable. The state will look at… Learning Gains - Determined based on individual students who demonstrate improvement from one test administration to the next using multiple years of data for reading and mathematics. Student Achievement -Determined based on the proficiency level of students in reading and mathematics. Alabama PLAN 2020 Program Reviews - Determined based on a review of multiple data points used to measure district/school programs. Local Indicators - Based on one indicator tied to student outcomes. Graduation Rate - Determined based on the percentage of high school students who graduate within four or five years of first entering the ninth grade. Achievement Gap - Determined based on improvement of the bottom 25% of students in reading and math from one year to the next. College- and Career-Readiness Indicators- Determined based on the percentage of graduating seniors who meet at least one of the college- and career-ready indicators as listed below: Benchmark on Any ACT Subtest (Math—22, English—18, Reading—22, Science—23) Qualifying on Score on AP or IB Exam Military Enlistment Approved Transcript College or Postsecondary Credit While in High School Silver Level or Higher on the ACT WorkKeys Approved Industry Credentials This is what the STATE Legislators will be holding us accountable for. Graduation Rate (4-Year Cohort and 5-Year Cohort) College- and Career-Readiness Achievement Gap

6 BCS Assessment Now lets talk about the assessments that your students will take. You all should have this handout because I know it is too small to see up here. READ SLOWLY!!!! The ACT Aspire is a standards-based system of assessments to monitor progress toward college and career readiness from grade 3 through early high school, connecting each grade level to the next. ACT Aspire helps close the gap between the skills students learn in school and the skills they need to succeed in their academic career and beyond.

7 A Guide for Birmingham City School Parents
Understanding Your Students’ ACT Aspire Report A Guide for Birmingham City School Parents All Elementary, K-8 and Middle Schools will be holding parent meetings to review ACT Aspire Student Data. Student reports will be available for all students grades 3-8. All the presentation were formatted the same to ensure that all parents are receiving the same message. SCHOOL PRESENTATIONS

8 Prepared Graduate Defined
Possesses the knowledge and skills needed to enroll and succeed in credit-bearing, first-year courses at a two- or four-year college, trade school, technical school, without the need for remediation. Possesses the ability to apply core academic skills to real-world situations through collaboration with peers in problem solving, precision, and punctuality in delivery of a product, and has a desire to be a life-long learner. Prepared Graduate Defined I must end with a reminder of why we do what we do. The whole point of these assessments and holding schools and district accountable is that we must prepare our students to graduate. The State’s Definition of a Prepared Graduate is someone that is not only able to enter college without the need for remediation but also able to apply academic skills in real world situations to produce a product. In addition this person has a desire to be a life long learner. This is what we are striving toward.
