3 Parliamentary System A system of government in which the executive is composed of a select group of members of Parliament, called the cabinet, which is accountable to Parliament. The executive is dependent on direct or indirect support of the legislature (often termed the parliament), frequently expressed through a vote of confidence. examples include the United Kingdom and India.

4 Parliament A legislature that formulates laws adopts the budget and forms the government in a parliamentary system of governance. It also plays the role of making the executive of the government (cabinet) accountable and scrutinizes government policies and programs.

5 Parliamentary supremacy
A constitutional concept accepted in some parliamentary democracies where parliament has unlimited power to make laws. Its power extends to changing constitutional rules, judicial precedents, legislative acts and executive decisions. When parliamentary sovereignty prevails, the judiciary has no right to invalidate the acts passed by parliament. It can only interpret the laws passed by the parliament. Instances of parliamentary sovereignty exist in the United Kingdom, Israel and New Zealand.

6 Parliamentary form of government
A parliamentary form of government is that in which is executive is responsible to the legislature. Because parliament composes the government It is also called the cabinet form of government. There is always dual executive like: nominal and real. In Nepal, nominal executive power is used by president and real executive is used by PM and Cabinet.

7 Cont’d In parliamentary system, the ministers are chosen from the members of the parliament/legislature and also responsible to it for all their acts of omission and commission. They can be asked question and a vote of no confidence can be passed against them. In the system, PM is considered as leader and if a vote of no confidence is passed against government then it will be dissolved.

8 Cont’d Prime Minister A elected head of the government who leads the Cabinet in parliamentary systems. Prime Minister is often the leader of the political party which has the majority of seats in the parliament. Executive Power Power to put decisions, laws etc., into effect (power conferred upon the executive). In some federations, the federal executive has extensive independent authority to make laws by decree or in circumstances of a national emergency.
