Training for armed forces: respect of IHL, Human Rights Law Promotion of PoC and access to facilitate rapid and unimpeded passage of humanitarian assistance Evaluate civ-mil and mil-mil coordination structures Institutionalize and participate in dedicated platforms / mechanisms in crises Develop / revise / implement manuals, national/domestic law, rules of engagement, operational practice Respect for, promotion of, operationalization of humanitarian principles and concepts Development of standards should govern the use of foreign military assets

Why Standards? Increase in the use of military assets in large-scale natural disasters and conflicts; large number of different actors and mandates. Operationalize, contextualize principles & concepts of global Guidelines. Assist humanitarian, military and other governmental actors in principled, coherent, appropriate, effective coordination across the facets of humanitarian action.

Consistency & Accountability
To meet the needs of affected people through humanitarian civil-military interaction, the Standards are tailored to inform the actions of: Governments of affected states / organizations receiving FMA in support of humanitarian operations. Assisting states providing foreign military technical, material or financial/commercial support to humanitarian operations. Humanitarian organizations that interact with, receive support from and share the same operating environment with the above. … for a commonly agreed approach to decision-making, information sharing, employment and transition of military assets in support of humanitarian operations.

SCP Timeline & Standards Application
May-August: Measurement, data gathering, interviews. September: Consolidation, verification of findings. October-February: Evaluation of findings, consolidation, dissemination. Consensus at Annual Meeting of UN-CMCoord Consultative Group (CG). Living document: Adapt, add, subtract, periodic review. Socialization & dissemination: Standards on agendas of various forums and venues. Influence endorsement and implementation: prime responsibility of CG members through their Governments and organizations. Solicitation: Assistance from partners and stakeholders through all available means.
