1. Ball Boys Ball Person Policies
Recommended that game balls for both teams be on both sidelines.
Both teams will rely on opposing team’s ball boys to administer their game balls.
Recommended that each team provide a “ball retriever” to assist.
Ideal situation would be to have two ball boys (one for each team) and one retriever on each side.

2. Ball Boys-Continued
BP’s are to be positioned approximately ten yards beyond neutral zone at snap.
Remain outside of field of play at all times and be at least six feet off the sideline.
Officials are solely responsible for transferring replacement ball.
Following change of possession, the new “offense” ball should come from the sideline of team now in possession.

3. Scrimmage Plays H and L - cover progress of runner.
R, F and S - move to sideline area when ball is dead.
U - move to clear area between 9 yard marks and toward F or S.
F or S - secure replacement ball from ball person and relay to U.
If ball is dead behind neutral zone, R may secure replacement ball and relay to U.

4. Scrimmage Plays When ball is dead and between the 9 yard marks.
Umpire - move to retrieve ball and place at succeeding spot.
Referee - may retrieve ball and deliver to Umpire if conditions permit. Referee may spot ball on occasion if the play becomes dead behind the neutral zone.
All other officials will continue with dead ball officiating and pre snap duties.

5. Scrimmage Plays When ball is dead near sideline or out of bounds.
F or S - secure replacement ball and relay to U. After relaying ball, secure replaced ball and toss to ball person or to wing official marking forward progress.t
If conditions permit behind the neutral zone, Referee secures replacement ball and relays to Umpire.

6. Scrimmage Plays
H and L - if you have forward progress, secure replacement ball and place at foot marking forward progress if this does not distract from performing other essential duties. Assist as necessary in getting replaced ball to ball persons.
Umpire - move to an open area and between the inbounds line and 9 yard marks and permit replacement ball to be relayed to you.

7. Incomplete Forward Pass
H and L - if pass falls to your side of field secure replacement ball and relay to Umpire.
Umpire - go to side of incomplete pass in an area between inbounds line and 9 yard marks and permit ball to be relayed to you.
B, F and S – assist as necessary in getting replaced ball to appropriate person.

8. Scrimmage Kicks Following punt or field goal play
S and F – Secure “new offense” ball from ball person on sideline of team now in possession and relay to U. After relaying, assist in getting replaced ball to appropriate ball person.
H and L – if you have forward progress and conditions permit, secure ball being replaced or a “spare ball” from ball person and place at foot marking forward progress (only if this does not distract any official from performing essential duties).

9. Scrimmage Kicks
Referee – assist as necessary in getting replaced ball to appropriate ball person.
Umpire – move to an open area between the inbounds line and 9 yard marks to sideline now in possession and permit replacement ball to be relayed to you.
All – if you’re not involved in relaying game balls, continue to officiate any action between players.

10. General Ball Handling
Relaying of balls should be done quickly and with few exchanges as possible.
Spotting ball for succeeding down should be done with one placement. However, if any official has knowledge that ball is not properly spotted then corrective measures should be taken.
All exchanges should be underhand at chest level. Do not toss over players or allow ball to fall to the ground.
