18 Climate Change policy of Ukraine: General legislation
The law of Ukraine 1996 «On ratification of the UNFCCC»; The law of Ukraine 2004 «On ratification of the Kyoto Protocol»; The decree of the President of Ukraine of 12/09/2005 №1239/2005 «On coordinator of the measures for commitments fulfillment under the United Nations Framework Convention on Climate Change and the Kyoto Protocol to the UNFCCC»; The order of the Cabinet of Ministers of Ukraine of August 18, 2005 №346-р «On approval of the National plan of measurements for implementation of the Kyoto Protocol to the UNFCCC»; Regulations of the Cabinet of Ministers of Ukraine of April 10, 2006 г. №468 «On procedure of the coordination of the measures for the fulfillment of commitments of Ukraine in accordance with the UNFCCC and the Kyoto Protocol to it»; Regulations of the Cabinet of Ministers of Ukraine of April 21, 2006 №554 «On approval of the Procedure of functioning of the national system for estimation of anthropogenic emissions and absorption of greenhouse gases, which are not regulated by the Montreal protocol on Substances That Deplete the Ozone Layer»; The order of the Cabinet of Ministers of Ukraine of April 4, 2007 №612 «On creation of the National Environmental Investment Agency of Ukraine»; Regulations of the Cabinet of Ministers of Ukraine of July 30, 2007 №977 «On approval of the Statute on the National Environmental Investment Agency of Ukraine»; Regulations of the Cabinet of Ministers of Ukraine of April 17, 2008 №392 «On provision of the fulfillment of the international commitments of Ukraine under the UNFCCC and the Kyoto Protocol to it».

19 Climate Change policy of Ukraine: Eligibility criteria compliance
Initial report submitted by Ukraine on December 29, 2006, revised according to the revision procedure of UNFCCC Secretariat. Assigned Amount Units (AAUs) are calculated. Emissions in the base year 1990 were 920,837 Mt of СО2-equivalent. National system for estimating GHG is in place. The Second National communication and the Report on progress achieved are prepared. National electronic registry is in place, it is being tested for its interaction with ITL, putting into operation (Go-live mode) is scheduled on May 27, 2008. The National Environmental Investment Agency of Ukraine is launched – the only Designated National Authority under Articles 6, 17. On April 29, 2008 UKRAINE MET ALL ELIGIBILITY CRITERIA UNDER THE KYOTO PROTOCOL

20 Forecast of CO2 emission structure, mln.t of CO2 - equivalent

21 Potential prospects of Ukraine in AAUs trading
Assigned amount for the commitment period 4604,2 Mt CO2-eqv. Mandatory reserve for the commitment period 2060,0 Mt CO2-eqv. National reserve for the commitment period 1500,0 Mt CO2-eqv. AAUs surplus in the commitment period ~ 1000,0 Mt CO2-eqv.

22 Sustainable Energy as part of the Sustainable Development
Main concept : “Sustainable development is a meeting needs present generation without compromising ability future generations to meet their own needs…” Dimensions of the SD: Ecological Social Economical Institutional Aspects of the SD Technical Managerial - institutional

23 Driving forces for sustainable energy development in Ukraine
Critical environmental situation (Chernobyl…) Permanent growth of traditional energy prices. Possibility to increase energy independence. Possibility to develop local economy (money does not go to the oil and gas exporting countries but remains in the region). Growing possibilities for RES. Kyoto Protocol process with CO2 emission reduction request and possibilities of CO2 credits. Permanent strengthening of ecological norms. Possibility to reduce unemployment. Possibility to overcome the crises in economy.

24 Sustainable energy development
1.Development & impact of DG -LC energy technology Smart Grids technology & Distribution system 3. Improvement traditional energy technology 2. Accelerate the penetration of DG-RES energy technology 4. Improve energy efficiency - Efficient energy use; - Eco – SmartBuildings.

27 Barriers for sustainable energy development
Classes of the barriers (obstacles) on the way to the sustainable energy development: Technical (environmental and economical) Social (mentality, education, training) Managerial – institutional Way to overcome institutional barriers Build hierarchic energy management system (EMS)
