Some things for the Instructional Designer to consider: Be clear about the outcomes of the training , that is, what should the user know or be able to do when they complete the training? In this case, the users needed to understand the COSF and it needed to be completed consistently across the system.

Know Your Audience How much do they know about the agency/subject?
What is their computer skill level? Will users at many different levels

Know Your Audience Understand whether the training will be done completely online, partially online, or in a face-to-face setting. Exercises may be different in different cases. 6/10/2018

Understand your Software
Know what it can and cannot do! Can the results be sent to a supervisor? Can the user re-do parts of the training/quizzes? Can the training be easily modified as rules change?
