12 Decision Cycle - 1 1 RECEIVING PROPOSALS 9 sessions are organized in different districts of Cascais to promote equal access for the population. April May

13 Decision Cycle - 1 1 RECEIVING PROPOSALS 1. The participants sit at round tables where they propose ideas/projects. Each group has a moderator that helps with the workflow. 2. On each table, only 2 projects are selected. These are explained by a spokesperson to all participants. April May

15 Decision Cycle - 2 2 TECHNICAL ANALYSIS Cost: the planning, construction and management have to be under the limit euros Time: all projects must be completed between 24 to 36 months Project: define who will create the final projects and all the necessary legal requirements Area: ownership and responsibility must be addressed. We must be sure that ground is without any restrictions for the type of project (permeability, type of soil, master plan possibilities, etc.) May September

PB Cascais Framed in a participation strategy It has a team just for PB who is integrated in a citizenship division. The most voted in Portugal and at the top rating in Europe Projects in municipal areas or in another Accepts material proposals Has external consultants and an evaluation on-going It has two votes on different proposals in the public sessions It was replicated in more than 12 Portuguese cities Vote by SMS It is being replicated in three cities in Africa and 2 in Europe You can vote for or against a project

23 Conclusions The PB was born of the need to revive democratic participation, strengthen civil society, and modernize public services and combat corruption. Our guide lines are accountability and active citizenship, citizen participation, transparency, and the management of resources according to people’s real needs. PB improves service delivery and the power of citizens to make their voices heard in local politics. There is a trust that generates mobilization. People approach the municipality because of PB and over time as an outcome, they get increasingly involved.

24 Conclusions People take responsibility for the management and maintenance of all aspects of projects. They deal with problems and find solutions. PB develops a brainstorming on concrete solutions for increasing the impact and reach of initiatives in the field of participatory democracy. This improves the citizen’s political involvement on the local level.

25 Conclusions A smart city is a democratic and participative city designed through collaborative learning. It is process by all of us, within public participation, and as a combination of participative and representative democracy. PB develops new behaviors in community, leading it to take an active role defining priorities for the use of available resources, ensuring and enabling everybody’s right to participate in developing their territory. If your city needs to strength participation and promote participatory democracy then your city needs our PB model.
