What we see today in Capacity development programmes:
A limited toolkit of capacity development approaches
Focus on technical aspects, neglecting how power and politics matter
A focus on tangible ‘units’ (individuals, organisations) and less on the system and its interactions

4. Why this session?
Limitations of the “old” approaches in building capacity e.g. false incentives in training
New skills set required in emerging data ecosystems e.g. data scientist, building and managing partnerships, user engagement
Political recognition e.g. in Cape Town Action Plan and HLG discussions
CCSA has long-standing experience on coordinating capacity development initiatives (4 Task Teams )
