1 REVITALISING CAPACITY DEVELOPMENT IN DATA AND STATISTICS special session
Johannes Jutting Secretariat Manager, PARIS21 CCSA Meeting Muscat – September

2 Revitalising C.D. in statistics
Why a special session on “new approaches to CD”? Conceptual framework Looking forward

3 The need to re-think CD Source: Denney, L. Why the aid industry needs to rethink ‘capacity building’. Oxfam blogs, July 2017. What we see today in Capacity development programmes: A limited toolkit of capacity development approaches Focus on technical aspects, neglecting how power and politics matter A focus on tangible ‘units’ (individuals, organisations) and less on the system and its interactions

4 Why this session? Limitations of the “old” approaches in building capacity e.g. false incentives in training New skills set required in emerging data ecosystems e.g. data scientist, building and managing partnerships, user engagement Political recognition e.g. in Cape Town Action Plan and HLG discussions CCSA has long-standing experience on coordinating capacity development initiatives (4 Task Teams )

5 Revitalising C.D. in statistics

6 What is capacity? Targets Levels Resources Individual
Skills and Knowledge Management Politics and power Incentives Individual Organization System Capacity support is targeting… At the following levels… Denney, L. and Mallett, R. with Benson, M. S. (2017) Service delivery and state capacity: findings from the Secure Livelihoods Research Consortium. London: Secure Livelihoods Research Consortium.

7 Areas of capacity development
Areas/Level Individuals Organization System Resources Means (human, physical, institutional) to produce an output Skills & Knowledge Hard (e.g. logic, memory) and soft abilities (e.g. motivation, communication) required by workers to perform their jobs Management Combination of skills & knowledge and other resources to produce an output  Politics & Power Interactions and relationships between the units (how are they interacting?)  Incentives  The motives guiding individuals and organisations (why are they interacting?)

8 Capacity in new data ecosystem
Areas/Level Individual qualities Organizational practices System features (employees) (NSO) (NSS, including users) Resources Education Human Resources Laws (e.g. statistical law, privacy policy) Work experience Budget Funds Infrastructure Plans (NSDS) Skills & Knowledge 'Hard' Technical Skills Work Methods and practices Data literacy Work ‘Know-how’ Internal procedures and regulations Autonomy & Problem Solving Standards and Quality Controls 'Soft' Creative Thinking Innovation Management Talent management Strategic Planning NSS Coordination Time management and prioritization Strategic Coordination Advocacy strategy Leadership Organizational design Strategic thinking Politics & Power Teamwork & collaboration Change management Relationship between producers and users Communication & negotiation skills Workplace politics Institutional autonomy Strategic networking HR Management Policy preferences Incentives Career expectations Career development Organizational strategies (external) Income Compensation and benefits Stakeholders' interests Work ethic & self motivation Organizational culture Public support/endorsement Status Reputation/Visibility Legitimacy

10 PARIS21’s role on C.D4.0 Task Team on Capacity Development 4.0
Assessment of NSO Heads on challenges for Capacity Development 4.0 Upcoming meeting on C.D.4.0 – December 2017 Past P21 Board meeting and next Board Meeting (April 2018)

11 Some examples of P21’s work
Communication training for NSOs and journalists on statistics Leadership training with NSO Heads ADAPT/Data dissemination activities Statistical literacy initiative 1. Connect statistics and Media Objective: How can Journalists better understand statistics from National Statistical Offices (NSOs) to properly report on findings? How can NSOs better communicate on their work? Result: Press systematically reports on NSO major activities in countries Operational African trainers Networks of statisticians & journalists 2. Leadership training with NSO heads Objectives : Work better as a team Explain the essential elements of leadership and their relevance to effective leadership Identify their own strengths and development needs Craft a learning plan to enhance their developmental needs Enhance their own organization’s leadership capacity Develop incisive, accessible and persuasive Key Messages Deepen impact with the traditional media and social media 3. ADAPT/Data dissemination Adapting data dissemination tools beyond traditional NSO areas (Martine will explain in detail the linkage with C.D.4.0) 4. Statistical literacy Enhancing Statistical literacy for non-NSO public servants (proposal with DataPop and UNSDSN) Improving data literacy across the general population

12 What possible role for CCSA?
Learning from presentations today Developing good practices and guidelines by building on past work Building an inventory of new approaches Improving coordination and more effective targeting

13 Resources See material on C.D.4.0 at Bockstael, E. (2017). Critical Capacity Development: An Action Research Approach in Coastal Brazil.
