Govt. had three branches: executive, legislative, and judicial Would prevent the abuse of power Legislative Branch Population as basis for house of representative Elected Representatives Congress’ two houses with seats based on population One house elected by the people One house elected by state legislators Legislature chooses both executive and judicial branch

2 Virginia Plan Large states liked it because larger states would have more representatives in both houses Small states feared the Virginia Plan because they felt they could easily be outvoted by the larger states

Drafted in response to Virginia Plan Govt. had three branches: executive, legislative, and judicial Would prevent the abuse of power Legislative Branch One house with one seat and one vote regardless of population Very similar to Articles of Confederation Executive Branch consists of several executives Judicial Branch is chosen by the Executive Branch

North didn’t want slaves to count toward representation: less votes Since they can’t vote, why should they count as part of their population? North did want slaves to count toward taxes: more taxes South North

South did want slaves to count toward representation: more votes South didn’t want slaves to count toward taxes: less taxes North South

Why is this important?? Every 30,000 people get one vote in Congress

13 3/5’s Compromise 3/5’s of slaves were counted to decide representation in Congress (South) 3/5’s of slaves were counted to decide the amount of taxes owed by states (North) If a state had 5,000 enslaved residents, 3,000 of them would be included in the state’s population

15 Ah….More Issues With Slavery
Many Northern states had already banned slavery by 1787 Some Northern Delegates urged that the slave trade be banned throughout the country Southerners feared it would hurt their economy Compromise: Agreed that slave trade would not be outlawed for at least 20 years (1807) Congress could then regulate the slave trade Runaway slaves must be returned to the South
