1 Kindergarten Partnership and Innovation Grant

2 History of KP & I Grant During the 2013 Legislative Session, the Oregon Legislature passed bills that provide funding for two important investments in Oregon’s earliest learners. House Bill 3232 established the Oregon Early Reading Program, which includes funds to be directed by the Early Learning Council for the purpose of strengthening early literacy among children ages 0-6 and with the intention of improving children’s kindergarten readiness and third grade reading proficiency.  House Bill 2013 created the Early Learning Kindergarten Readiness Partnership & Innovation Fund, which is also directed by the Early Learning Council, and which will provide funding for communities to pilot innovative approaches for linking early learning and kindergarten.

3 Purpose of KP & I Grant To create cross-sector relationships with early learning providers and our K12 systems within our Hub region (Baker, Malheur, Wallowa Counties). To increase parent engagement in their children’s education. To improve Kindergarten Readiness Assessment scores.

4 Family Activity Events to improve Kinder Readiness Assessment Scores
Each partner agency sends at least one employee to the initial training. After this initial training, the agencies will implement four family engagement sessions to take place before July 31, 2016. At each engagement event, the agency is responsible for having parents sign-in, give the assessment to the children, give the assessment results to the parents, and give the parents activities to do at home with their children. The final engagement event needs to take place at the agency’s local library so the parents can obtain a library card.

StORytime 5 professional development days, and other training opportunities for all three counties Parent Engagement Series and supplies (bags, t-shirts, books, assessment) Kinder Kamps Kinder Round-ups/Early Registration Partial salary of Early Learning Coordinator and travel expenses for P-3 Alignment needs

6 Evaluation of Parent Engagement
We have the data of children who participated in KPI and those who did not by county, and can compare their entering Kindergarten Assessment scores. We have parents fill out surveys created by Portland State University at the end of the parent engagement series and the data is sent back to us annually from these surveys.

7 Recommendations for Funding
Decide what we are trying to impact with funding, family engagement or KRA scores. Fund activities that accomplish our goals. Set amounts per child for each activity. Set a cap of funding and/or number of activities per agency Set minimum criteria for each activity to receive funding
