2 History of Nebraska Housing Resource (NHR)
Started in 1998 Need to bring affordable Homebuilders and Homebuyers together 501(c)(3) Ample areas of underutilized land that could be made suitable for housing development Homebuilders lacked capacity to acquire this land NHR could become the “facilitator” and bridge the gap

Innovate approach to creating affordable housing Partnership with Nebraska Correctional System Classroom instruction and hands-on training in the construction trades 2009 Success! - Separated from NHR and became their own non-profit Retained NHR executive director as a member of board of directors NIFA has continued to provide technical assistance, support and encouraged the development efforts of both entities

4 Partnership Efforts NHR and NIFA renewed their partnership in a coordinated effort in 2015 Goal: expansion of affordable new construction homes available in Lincoln’s housing stock Yearly $150,000 grant to NHR as part of NIFA’s outreach program Down payment and closing cost assistance and mortgage loan financing for first-time homebuyers

Required city maintenance to a creek tributary crossing the tract 9 builders Including student build and Habitat for Humanity 5 partner agencies Financing provided by NIFA below market interest rates Down payment assistance in the form of 0% interest rate loans Due-upon-sale HUD HOME funds of up $7,500

10 Old Riley School Year of completion: 2000
Removal of an abandoned and dilapidated school originally built in 1917 (replaced in 1963) 5 new homes Included student build Homes sold for approximately $115,000 Homes offered garage and full basement NIFA provided first mortgage loan financing to qualified buyers through Fannie Mae pilot program Each first-time homebuyer was required to complete homebuyer education training

16 tax-repossessed lots and required city maintenance Existing homes in the area had no direct access to small city park and greenspace NHR built bike path along permanent easement allowing access to the park 6 builders 5 partner agencies

Creation of 16 new homes All buyers were provided homebuyer education NHR provided a $7,500 second mortgage loan to each of the 14 first-time homebuyers with payment deferred for the first 5 years (repayment occurring years 6-10) First mortgage loans were primarily originated by partner lenders using below market loans available through NIFA’s single family program.

13 Old Mill Village Year of completion: 2009 137 families
Formerly a vacant tract of land owned by Nebraska Dept. of Roads Multiple phase build Prior to the installation of infrastructure, fill dirt was removed and ultimately used in the construction of the Homestead Expressway and Rosa Parks Way elevated intersection in Lincoln Land purchase cost was fully funded by NHR once first 100 lots were sold 15 different builders – including Habitat for Humanity

18 Hub Hall Heights Current development First phase is 15 acre project
Began with 26 lots for sale 8 remain Lots range in price from $36,500 to $40,000 Lots can accommodate walk-outs, ranches and split-level homes Infrastructure for the 2nd phase of 36 lots is scheduled for completion late this year

NHR commitment to assisting the builder community in serving first-time homebuyers Increase and measurable economic and social benefits Direct expansion of the tax base Previously vacant and/or dormant locations are vibrant parts of the community Partnership between NIFA and NHR has fused a relationship between developers, homebuilders, city leaders and first-time homebuyers
