3 Programme Review Essential feature of quality management at TUT and began in 2003 and piloted in two pilot faculties Scheduled Faculty and Campus reviews Programme review is a natural activity within our concept of quality and our quality management system Demonstrate that none of our programmes are of questionable quality, and that we have effective, efficient and functioning internal programme quality management mechanisms. 4 Programme Review Purpose
The purpose of a programme review is to assess the value or worth of an academic programme within its local, regional, national and international contexts. It requires a programme group to make self-judgements regarding all their teaching and learning, research and community engagement activities in a critical but constructive manner Premised upon a reflective, diagnostic, and continuous improvement approach and is therefore primarily developmental Directorate of Quality Promotion QP_DN

5 Programme Review Purpose
It aims to signal where the academic programme is in its developmental trajectory Requires clearly articulated self-improvement plans with measurable targets within specified timeframes to remedy any identified weaknesses and improve practices 1st Phase to look at the total offerings to establish base line programme intelligence. 6 Quality Definitions Excellence Fitness of and for purpose,
Value for money Transformation (i.e. developing the capabilities of individual learners for personal enrichment as well as the requirements for social development and economic and employment growth). Directorate of Quality Promotion QP_DN

7 Quality Management Quality assurance: the policies, systems, strategies and resources used by the programme to satisfy itself that its quality requirements and standards are being met. Quality support: the policies, systems, strategies and resources used by the programme to support and sustain existing levels of quality. Quality development and enhancement: the policies, systems, strategies and resources used by the programme to develop and enhance quality. Quality monitoring - the policies, systems, strategies and resources used by the programme to review, monitor and act on quality issues. Programme group conducts self-evaluation Programme group develops a critical portfolio Programme review committee critically analyses the portfolio Programme review committee conducts site visits and interview staff and students Programme review committee writes a report based on the portfolio review and interview Report and portfolio submitted to Programme Group, Dean and DVC: Academic Programme group submits programme implementation plan to Dean, DVC and DQP DQP monitors implementation and writes follow up report Directorate of Quality Promotion QP_DN

9 Roles and Responsibilities
Directorate of Quality Promotion Develops self-assessment schedules and instruments Workshops the instrument and the review process Orientates and supports programme groups Orientates the review panels (especially external members and chairpersons) Coordinates the programme review logistics Writes the programme and overall faculty review reports Directorate of Quality Promotion QP_DN

Programme Group Conducts a self-assessment of their programme(s) using the TUT instrument Develops a descriptive and analytical self-assessment report and portfolio of evidence Develops a quality management system Develops and implements a programme improvement plan Directorate of Quality Promotion QP_DN

Programme Review Panel Comprised of external discipline expert(s), peer head of department and two QP staff (one as the report writer) Critically analyses the portfolio prior to site visit Conducts a site visit to interview staff and students and inspect facilities to validate and triangulate portfolio claims Contributes to and endorses the review report Directorate of Quality Promotion QP_DN

12 Programme Review Process
DQP conducts a one day faculty workshop on the review, key concepts, expected outcomes, approach and processes, project plan, and the pitfalls. Programme group assembles portfolio of evidence, conducts self-assessment and generates a critical report (see project plan) DQP acts as a clearinghouse, circulates reports to review committee members, and finalises site visits. 13 Programme Review Approach
Model is loosely based on the South African Excellence Model. The framework takes into account the HEQC framework and criteria for programme accreditation, but does not follow it exclusively. Programme review is a natural activity within our concept of quality and our quality management system Demonstrate through this process that none of our programmes are of questionable quality, and that we have effective and efficient internal programme quality assurance mechanisms in place. 14 Programme Review Process
DQP conducts a one day workshop for review panel members (critical reading of reports, developing lines of enquiry, chairing the session, conduct at site visits, interviewing staff and students, dealing with difficult interviewees etc) Programme review panel convenes, agrees on lines of enquiry, conducts site visit, interviews staff and students, inspects facilities and generates preliminary report. DQP writes a report based on the portfolio review and site visit findings, circulates draft to panel members, and then requests programme group to check for factual errors.
