1 ITS Supporting Safety and Sustainability – experiences from Japan
Haruo Ozaki Professor, Toyo University Japan HoD to ISO/TC204 ITS NZ SUMMIT, October 5th 2016

2 Grown Population, Growing ICT
1st ITS WC 23rd ITS WC Source: MIAC, MLIT, TCA, VICS

3 Introduction – Japan’s ITS
Safety & Sustainability are big issues Disaster-prone & congestion-prone Public sectors have taken the lead by Infra-based systems Since 1970, road & traffic management has utilized large-scale data obtained by infra sensors Provided also to travelers & drivers as traffic info ETC started in 2001, covering nationwide toll roads Active member of ISO/TC204 since its creation

4 Players in the National Gov.
Cabinet Office Policy planning, Strategic budget allocation National Police Agency Traffic control, safety & regulations Ministry of Internal Affairs & Coms ICT strategies, Radio resources allocation Ministry of Economy, Trade and Industry Industries, Technologies & Standards Ministry of Land, Infra, Transport & Tourism Road construction & operation, Toll roads Public transport, Vehicle homologation

5 Road Traffic Info Delivery
Data Collection Process, Provision Control & Management Secondary Process & Provision Citizens Road Administrator 1960s - Travelers Drivers VMS 1996 - Veh OBU VICS 1970 - Probe-based Transport ISP \ 2003 - Probes Broadcast, Web JARTIC \ Traffic Administrator (Police) \ ISP 1960s - VMS

6 Probe-based services By vehicle manufactures, since 2003
Honda, Toyota, Nissan, & NAVI operators Using cellular coms, among member vehicles Big data processed into value-added drivers’ info Private data be integrated for public purposes Disaster relief routes, Accident blackspots … By MLIT, since 2011 (ETC 2.0) Using DSRC (ETC+I2V info exchange) at 1600 spots in 2016 mainly on expressway network

7 Private data integration for Public
Utilizing probe vehicle traces finding ‘passable routes’ for disaster relief activities. Kyushu quake first hit at 2126h 4/14/2016. ITS Japan responded by probe data integration. Vehicle trace data contributed by Honda, Pioneer, Toyota, Nissan, Fujitsu, Isuzu, and UD trucks. Passenger vehicle traces 4/ h-1100h Heavy vehicle traces 4/ h-2400h Source: ITS Japan : 4/16/2016

8 Road traffic accidents
Road infra improvements Fatalities Veh safety Driver protection Accidents Autonomous vehicles Source: NPA Note : Fatalities are # of persons died within 24 hours after accidents.

9 Safety & Sustainability in Aging JP
Road traffic accidents still persist More than half of fatalities are elders “Mobility” is emerging issues in Japan, esp. for aging society & increasing foreign visitors PT e-payment integration may be a good practice PT service level is acceptable in dense urban areas, not in suburb or rural areas Car-sharing & Ride-sharing are less common Autonomous vehicles are promising for elder transportation poors

10 E-payment integration
PT e-ticketing 87 M IC cards issued by 78 PT operators (2015) Independently issued, but most of them are interoperable PT fare + Purchases at retailers One of the major e-payment media nationwide Automatically topped-up by linking CC accounts Japan Railways based Card Non-Japan Railways based Card

11 Vehicle Safety Sells 1960s Car ownership boomed
1990s Driver protection & safety support devices accepted Seat belts, Airbags, Side-impact protections Anti-lock braking, high-mount stop-lamp 2010s Level 1 active safety options preferred Adaptive cruise control, Automatic braking 2016- Level 2 vehicles on the market

12 For further advanced ITS
National Gov launched strategic initiatives Policy for ITS/Automated driving Innovation Strategic Innovation Promotion (SIP) Program “Public-Private ITS Initiative/Roadmaps 2016” Automated driving systems R&Ds & demos, regulations & standards for deployments Traffic big data platforms Dynamic Maps, Traffic-related open data Privacy and security issues Social acceptance

13 Level 2 vehicles on expressways & Level 4 transit services in dedicated areas by 2020
