The Balkan and the Black Sea Area on the move: Perspective for Regional Authorities Cross-border cooperation (CBC) on the external borders of the EU is a key priority both in the European Neighbourhood Policy. CBC under the European Neighbourhood Instrument (ENI) will build on CBC under its predecessor, the European Neighbourhood and Partnership Instrument (ENPI). Cross-border cooperation in the Black Sea Basin

2 From ENPI CBC to ENI CBC “Black Sea Basin Programme” Participating countries had a great interest in BSB Programme : high number of projects submitted under the 2 calls for proposals (368) and 62 contracts concluded; increase by the EC of the initial Programme’s budget with additional 11 million Euro, recognizing the importance of the Programme as an instrument for facilitating cross-border cooperation. It is acknowledged that the participating countries had a great interest in JOP Black Sea Basin it is proved by the high number of projects submitted under the two calls for proposals and also by the increase by the EC of the initial Programme’s budget with an addition 11 million Euro since 2008, recognizing by this the importance of the Programme for the economic stability of the area. Therefore, we must actively benefit from this common multilateral experience and together move forward to the future BSB Programme. 5 Core Eligible area 2014-2020 04 Romania: South-East;
Bulgaria: Severoiztochen, Yugoiztochen; Greece: Kentriki Makedonia, Anatoliki Makedonia Thraki; Turkey: Istanbul, Tekirdağ, Kocaeli, Zonguldak, Kastamonu, Samsun, Trabzon; Russia: Rostov Oblast, Krasnodar Krai and Adygea republic; Ukraine*: Odesa, Mykolaiv, Kherson, Zaporosh’ye and Donetsk Oblasts, Crimea Republic, Sevastopol; Rep. Moldova, Georgia, Armenia, Azerbaidjan**: the whole country. *General EU restrictions on cooperation in regions that are illegally occupied by Russia are also applicable to CBC. Therefore, regions of Sevastopol and Crimea Republic are not currently eligible. ** Azerbaidjan decided to withdraw from the Programme at the end of the programming process. Priority 2.1 Improve joint environmental monitoring Improve the availability of online public access environmental data and data products (e.g. maps) for the Black Sea Basin Promote cross-border cooperation among maritime authorities for e.g. safe navigation or fisheries Exchange good practices on early warning systems to reduce environmental risks and prepare effective responses. Priority 2.2 Promote common awareness-raising and joint actions against river and marine litter Jointly raise public awareness and education regarding river and marine litter problems and the value of biodiversity and environmental protection; Share and promote good environmental management practices and technologies (including through small-scale investments) related to the treatment and disposal of waste; Promote cross-border BSB coastal and river clean- up campaigns (e.g. involving students) and share good experiences in this field; The Balkan and the Black Sea Area on the move: Perspective for Regional Authorities ENI CBC “Black Sea Basin Programme” 13

Priority 2.2 Promote common awareness-raising and joint actions against river and marine litter Encourage involvement of civil society, private sector, local/regional authorities and waste services to combat river and marine litter pollution; Share experience to improve port reception facilities and services for garbage collection from vessels. 16 Nature of Projects 15 Each project shall aim at establishing:
Enhanced cross-border contacts within the Black Sea Basin including e.g. networking, forums and the establishment of lasting partnerships; Enhanced knowledge and skills including e.g. the exchange of experience and good practice, innovation, capacity-building and joint research; Concrete and visible outputs including e.g. small-scale investments, pilot projects, information and communication technologies shared tools, online open-access resources. 17 Nature of Projects When designing and implementing their action, project partners shall also pay particular attention to ensure: The sustainability of their action; Communication on and dissemination of results; Synergies and complementarities with other actions in the same field. 18 Partnerships Projects shall be submitted jointly by partners from at least one of the participating EU Member States and one of the participating partner countries Participation of Turkish partners is only possible in projects with at least one partner from a participating EU Member State and one partner from a participating partner country The project lead partner may be from any of the participating countries. 19 Types of potential beneficiaries 2014-2020
In line with the ENI CBC programming document Partners implementing projects will primarily represent regional and sub-national administrative levels, as well as civil society organisations based within the eligible programme area. Eligibility of project partners is based on ENI regulation, but priority will be given to: local and regional authorities civil society chambers of commerce academic and educational community. Eligible potential beneficiaries shall be detailed in the Guidelines for Applicants prepared for each call for proposals. 20 Indicative timetable 19 Finalization of the JOP – May 2015
