1 RAIS customizations in Bosnia and Herzegovina
International Workshop on National Sources Registry, March 2017, Vienna

2 It was established in 2008, operational since 2009
State Regulatory Agency for Radiation and Nuclear Safety was established by law on Radiation and Nuclear Safety in Bosnia and Herzegovina It was established in 2008, operational since 2009 Headquarter in Sarajevo Regional offices - Banja Luka - Mostar. In 2010 it we had just 3 regulation. Currently we have 24

3 Council of Ministers the state level government
National context Council of Ministers the state level government SRARNS – single regulatory authority IAEA Member State from 1995 Potential candidate for EU membership Two administrative entities and a State district Entities have their governments The country is largely decentralized and comprises two autonomous entities: the Federation of Bosnia and Herzegovina and Republika Srpska, with a third region, the Brčko District, governed under local government. The Federation of Bosnia and Herzegovina is itself complex and consists of 10 federal units – cantons

4 RAIS Customization Regulatory system: Regions Districts Cantons
In default RAIS installation it has support for two administrative levels. They are called Regions and districts and names could be changed to fit needs of regulatory body. So in very beginning use of RAIS we faced problem with our complex administrative levels. It was decided to put our entities and district as a regions in RAIS. Districts in this case are cities and municipalities. On this way we were avoid cantons.

5 Cantons

6 Cantons Connections between Cantons and their cities

7 Canton - Reports Query - reports for SS, RG and US by canton

8 Sources File upload control for SS, US and RG
Type for SS (radioactive lightning rod, smoke detector, calibration source, source for research etc.)

9 Sources - RG RG: connection with DMS Report type

10 Workers Bosnia and Herzegovina use the categorization of professional exposed workers Depending of the type of categorization individual monitoring period and health examine are defined Category A professional exposed workers has to go once per year on health examine Category B professional exposed workers doesn’t have to go to health exam Category A has to have individual TLD monitoring 12 time per year (every month) Category B has to have at least once per 3 months reading of TLD dosimeters

11 Workers - RPO Bosnia and Herzegovina does recognized Radiation Protection Officer (RPO) Workers Status form was extended with new field for date of applying for recognition of RPO In November 2015 our Agency has published regulation on RPO. This regulation defines that every authorized legal person has to have one RPO. The RPO has to be certified by the Agency. Therefore we needed new field which can show us did authorized legal persons have applied for certification of RPO. In future we will need adjust RAIS to accept information about certified RPO.

12 Workers - RPE Bosnia and Herzegovina does recognized Radiation Protection Experts (RPE) In the end of our Agency has issued regulation on how to recognized qualified experts (5 different expert practices)

13 Bosnia and Herzegovina is applying graded approach
Authorization Bosnia and Herzegovina is applying graded approach Agency issues authorization (license and registration) and approvals (transport, import and export) Reports for issued license Reports for issued registrations Authorizations is for the practices with ionization sources such as possessing and using, import and export and similar. Approvals are given by individual activities with ionization sources to those who has authorizations

14 Authorization – Technical services
Authorization for technical services Authorization practices Technical services are authorized by graded approach too. In Bosnia and Herzegovina we do recognize two type of categorization of technical services. Category on services are licensed and category two are registered. The main difference between those two categorization is that category one technical services are directly involved with ionization sources and category two does not have directly contact to the ionization sources besides the once for calibration or natural sources (category two technical services are TC which provide individual monitoring, environmental monitoring, education and occupational health of professional exposed persons)

15 Expert missions Radiation meters Radiation Management Plan
User Management and Data Role restrictions even for big countries Monthly doses User Management and Data Role restrictions even for big countries: in Colombia they have 36 states and at least one person in charge of RAIS in every state. In administrative meaning from MDS point of view Colombia consist of 36 states. Each state have assigned users which will be in charge of RAIS (Regulator privileges/user type). That was a one more reason why IT department decided to obtain public static IP address with assigned domain name. One of requirements of MDS was related exactly on mentioned users from the states. These users need to be separated in RAIS in order to not be able to make changes on states which are not related to them specifically. In RAIS this requirement was accomplished through Data roles. Data roles was created and assigned for all states in Colombia. In RAIS terminology Colombian states was treated as a Regions and theirs municipalities and cities was treated as a districts. To avoid retyping of information for Regions, Districts and Facilities it was done automatic import in RAIS through Microsoft SQL Management Studio as a direct access to RAIS database. For this purpose it was used information from MDS Excel tables. This was a very useful import taking in account that Excel tables prepared by MDS consist of more than facilities and more than 1000 districts. Tables Region and District are extended because MDS want to have information about codes assigned for all regions and Districts in the Country according to theirs administrative rules. Table Region was extended with the field “Region ID” and table District was extended with the field “District ID”. RadMeters The following example illustrates the use of RAIS customizability tools in areas which might be relevant to the regulatory bodies but are not covered by the default scope of RAIS. The exercise illustrates further how to: Add and modify tables Adjust the interface submenus and menu items Create queries Assign queries to elements on the interface masks RegBod would like to use RAIS for managing information on the radiation measuring instruments (hereafter referred to as “radiation meters” or “RadMeter”). Monthly doses Atomic Energy and National Radiation Protection Authority (AERPR) have basic requirements according to keeping evidence about personal doses. They want to keep monthly doses for every professional exposed person and want to have ability to get appropriate reports. Three types of reports are suitable for them. First one is monthly doses by every year and by each person. Second one is yearly dose by each person and also by each year. Third is the same according to data which display in report but not the same by Preselection List.

16 Thank you very much!
