2 Innovation Case Study: Safe City by Rostelecom
Service Provider Rostelecom, together with the Government of the Nizhny Novgorod region, has launched the "Safe City" service in Nizhniy-Novgorod region to support and improve public safety and security of living in the city in February International experience with these systems has demonstrated that they reduce crime, reduce accidents and improve detection rates in public spaces. The customer in this case are the regional and federal governments of Russia. As a part of the project, over 600 video-surveillance cameras have been installed in the most populous places, transport junctions, administrative and residential buildings in the cities of Nizhny Novgorod. Over 230 emergency points allow people to contact the police in the city in case of emergencies. In addition to this, over 70 road traffic control video-cameras have also been installed to improve road safety and reduce the number of accidents. The introduction of road traffic control video-cameras are helping to expand the capacity of the road network by minimizing traffic jams and congestion, and automating vehicle detection. Service Success Metrics Through “Safe City“ initiative, together with Federal and Regional governments in Russia, Rostelecom plans to dominate the ‘security systems for cities’ market segment and aims to have more than 50% of the market share in next two years. 2

Differentiation The main advantage of the solution is the integrated approach to address safety and order. This is based on Rostelecom’s ability to deliver a range of services and on its unique experience in implementing federal and regional programs in the field of information technology. Overseas experience has shown the effectiveness of "Safe City" to maintain public order. Similar project implementation in Oslo and Stockholm resulted in 25-30% less crimes being committed in the streets and public places, 3 times decrease in traffic violations, 1-5 times decrease in fatalities and 27% increase in street crimes detection. “Safe City” video surveillance allows law enforcement officials to minimize the response time to incidents that will help reducing the number of offenses. .

Technical Overview Rostelecom uses IP video monitoring that allows users to review images from video cameras in real time through usual and VPN Internet-channels (Data transfer rate is at least 25 frames per second which produces high quality images). The video cameras support the PnP (Plug and Play) mode and can be connected to the data transportation channel or Internet. All information from the cameras is sent to the central cloud server, where it is recorded to the video archive. Access to the video archive and live video can be delivered distantly via Internet to anywhere in the world. Cameras allow the production and transmission of colour video during daytime and black and white - in the night. The connection between the elements of video technology is based on Fast Ethernet through fibre-optic communication lines (FOCL) owned by the Nizhny Novgorod branch of Rostelecom. The data can also be reviewed through mobiles, supporting Android, Apple IOS, Windows Mobile, Blackberry operating systems. Service Provider Rostelecom is responsible for setting up, operating and maintaining the "Safe City” initiatives.
