3 Legislation for DACs Integrated Regional Water Management (IRWMP) - DWR's IRWM story began in 2002 when the Regional Water Management Planning Act (SB 1672) was passed by the Legislature. Sustainable Groundwater Management Act (SGMA) which was enacted with landmark legislation in 2014. SB 88 – Mandatory Consolidation for DACs that lack TMF passed in 2015. 4 Human Right to Water (HR2W)
On Sept. 25, 2012, Gov. Brown signed Assembly Bill 685, making California the first state in the nation to recognize that “every human being has the right to safe, clean, affordable and accessible water...” The State Water Board adopted a resolution on Feb. 16, 2016, identifying the human right to water as a top priority and core value of the State and Regional Water Boards.
