Spatial focus or form depends on theme and context – a project, series of projects, modification of existing plan, new plan, improved participative structure …
Informed by BL- existing knowledge + resources + gaps
Supported and accompanied by LSG at local level
Funded and extended by MA – lever in projects, changes in policies
