1 NATIONAL ACTION PLAN (NAP) ON UN RESOLUTION 1325 AND THE ROLE OF THE MEDIA

2 REVIEW AND UPDATE The development of the National Action Plan (NAP) for the implementation of United Nations Security Council Resolution 1325 became imperative for the inclusion of Women in the process of peace building, peace keeping, conflict resolution and management in Nigeria. This has become so because Nigerian women have paid a heavy price in the long and violent conflicts that have been ravaging the country especially in the past two decades. The women have continued to endure unprecedented levels of sexual violence and assault, along with related HIV infections, involuntary pregnancies and health complications as a result of abuses. Violent conflicts have forced several women to flee from their homes.

3 The year 2015 marked the 15th anniversary of UNSCR 1325
The year 2015 marked the 15th anniversary of UNSCR This anniversary presented a critical opportunity to review and reflect on achievements made as well as persistent gaps in implementation of UNSCR 1325 and reporting progress to Security Council. The United Nations Resolution:1325 (UNSCR 1325) provides the platform to address existing gaps in women’s participation, inclusion of women in decision making process and conflict resolution management, decision making in peace and security processes. The Federal Ministry of Women Affairs and Social Development with its mandate to drive the process of promotion and development of women issues in Nigeria is charged to lead the process in development of the roadmap for the implementation of UN Resolution 1325 in the country. Nigeria as a UN member State, having adopted and ratified the resolution, it is mandatory for the country to draw an action plan on UN Resolution 1325 and even when there is no war every Member State is expected to come up with a National Action Plan (NAP) on UN Resolution The Nap document was officially launched on 27th August, 2013.

4 UNSCR 1325 The United Nations Security Council Resolution 1325 (UNSCR 1325) was unanimously adopted on the 31st of October, This was a watershed in the evolution of International Women’s Rights and Peace Security Issues. It acknowledges the crucial link between Peace, Women’s participation in decision making and the recognition of women’s life experience in conflict situations. To further compliment the UNSCR 1325, the Security Council on 19 June, 2008 held an open debate on “Women, Peace and Security: Sexual Violence in situations of Armed Conflict” and unanimously adopted the ground – breaking Resolution 1620, which urges Members and the UN system to strengthen their efforts in developing effective mechanisms for providing protection against sexual violence, facilitating the equal and full participation of women at decision – making levels and in capacity – building and training.

5 The NAP document comprises 5 P’s:
Strengthen women's roles/ contribution in conflict resolution Promote the culture of peace Strengthen early warning and early response mechanisms Conduct research and documentation of lessons learnt and best practices Identify and support the reforms of enactment of gender responsive laws and polices Train females as mediators, negotiators and conciliators in conflict/non conflict situations Ensure participation of women at all levels of peace process Involvement of men and youths in the dissemination and enlightenment of NAP Strengthen women and girls capacity to resist sexual and gender based violence during and after conflicts Empower women and girls in conflict and post conflict situations Ensure socio – economic empowerment of females in post conflict reconstruction and integration Provision of adequate and accessible humanitarian services Undertake enlightenment programs Intensify advocacy against harmful traditional practices Create adequate funding Establish special courts to try violators of women and girls during & after conflicts Initiate a process of collaboration between the police and social workers in the prosecution of gender based violence Develop a robust transitional justice program in Nigeria Prevention Participation Protection Promotion Prosecution

6 REVIEW OF NAP The National Action Plan which was initiated in August 2013 has exhausted its life span and is being reviewed The review has also become necessary to enable the incorporation of emerging issues that did not exist in 2013 and Facilitate the inclusion of new UN resolutions into the NAP.

7 NAP reflects governments commitment as well as accountability in ensuring the security of women and girls during armed conflicts and enhancing their active and direct participation in conflict prevention and peace building, as well as post conflict efforts. It is also a practical and operational tool for those affected by armed conflicts – women, children and communities to be informed about the government’s response to their plight including assistance programme options available to them.

8 Terms of reference VISION: OVERALL GOAL:
The Terms of Reference (TORs) describe the main functions of both the National Steering Committee and the National Monitoring and Evaluation Committee. VISION: Both committees aim to respond to immediate humanitarian service delivery needs on violence against women and girls during and after conflict situations through coordination with multi – sectoral, Intergovernmental and development partners. OVERALL GOAL: They aim to ensure effective and efficient coordination of the implementation process as well as accountability mechanism. Initiatives will be guided by humanitarian principles and will be informed by other legal frameworks, including National laws that promote the rights of women and children.

9 TOR FOR THE NATIONAL STEERING COMMITTEE
Advice the Ministry and other stakeholders on the implementation of NAP Encourage the relevant security agencies and other stake holders implement NAP and submit the report to the Ministry Identify and assign roles and responsibilities for each stakeholder on the implementation of NAP Adopt the report of the Technical Committee on Monitoring and Evaluation at joint meetings of both committees. Meet twice to review progress and make recommendations on the implementation of NAP Form a technical Working Group as a clearing house for NSC

10 TOR FOR NATIONAL MONITORING AND EVALUATION COMMITTEE.
Develop participatory analyses and annual planning. Conduct Mid-term (Annual Review\Evaluation) Mobilize funds for its activities; Produce yearly report to FMWASD to be transmitted to Mr. President; Produce interim progress report at the end of 18 months of the implementation of NAP; Produce final report to the President and National Assembly at the end of the 36 month implementation period; Be part of the reporting along the lines of CEDAW and UNSCR 1325 pillars; Coordinate the quarterly report from communities where activities take place.

11 THE ROLE OF THE MEDIA Engage in dissemination and enlightenment of the National Action Plan Promote the culture of peace Popularise legislation designed to protect women and girls in conflict and post conflict situation and the participation of women in decision making in peace and security Increase awareness on the UNSCR 1325, ,1820 and other instruments

12 ROLE OF MEDIA Advocate against all actions that inhibit the implementation of UNSCR 1325 Popularise the activities in Nigeria to implement the UNSCR 1325
