A quick review… Excessive cost at Government sponsored conferences Punishment for the many General Services Administration Conference GSA Las Vegas conference was $840K and paid for by the US taxpayers Veterans Affairs Conference Wasteful spending on Patton parody (see figure) 2 conference price tag of $5 Million

Fall-out New scrutiny for government employee attendance at non-government conferences A new DoD policy was due by January The policy will likely be “added to” by individual government agency DoD employees may (will?) have difficulty attending conferences in the near future. Reduced level of government attendance at ASM very likely No US Army employees were known to be granted approval to attend ASM 2013. Last minute (1/2/13) approval for USAF attendees at ASM 2013. Last minute approval for NASA personnel to attend ASM 2013 This was on top of an already stated goal to reduce DoD travel costs by 30% as compared to FY2010 travel

From AIAA Staff Working several parallel efforts to explain our events and to justify participation in them to the responsible executives in each agency. Public Policy Committee (PPC) is working to modify legislation to soften the conference limitations for technical activities since lessons learned are most often passed on informally at events like ours. PPC is working with OMB to mitigate some of the severe limitations on events, by showing AIAA’s New Event Model (NEM) is already accomplishes much of what is desired financially while creating greater value and enhancing the effectiveness of event participants. Providing our client agencies with data as they attempt to gain approvals for their own participation and being responsive to requests to help gain approvals for specific events.

The New Event Model (NEM) was approved by AIAA BoD in May 2012 The new forum (conference) meetings are AIAA Science and Technology Forum AIAA Defense and Security Forum AIAA Aviation and Aeronautics Forum AIAA Propulsion and Energy Forum AIAA Space and Astronautics Forum Each has been tagged with a marketing approach Beginning implementation in January 2014

AIAA Staff is studying hotels/conference centers for size Previously selected ASM hotels are planned for ASTF (SciTech) Planning for 2014 has started Rolling out some features prior to 2014 ITAR sessions (US Only) at 2013 JPC Aviation 2013 Forum Dates and Locations for 2014 ASTF Winter => SciTech January 13-17, National Harbor MD ADSF Winter/Spring => DEFENSE TBD, TBD AAAF Early Summer => AVIATION June 16-20, Atlanta GA APEF Mid Summer => Propulsion and Energy July 28-30, Cleveland OH ASAF Late Summer => SPACE August 5-7, San Diego CA

TC Chairs are responsible for generating an annual report See document “TAC_F_Annual Report Template with PC Mods_V02” Due to ASG Director by end of January Director of ASG develops an annual report to TAC based on these reports.

How healthy is your TC? TC/PC Self Assessment Search for the file “TAC_F_Committee Self Assessment_V02” This is a good tool for seeing how your TC is doing Major items Does your TC have a Charter? Does your TC have a written manual or reference document? A written process is needed if you select an award (e.g. best student paper, Aerodynamics or Thermophysics award). How do members and others know what your TC is doing? Web Pages…

Each TC needs a web master and a back-up/helper Great location to share information (e.g. minutes, charter, award process, photos) This is your face to the outside world for new AIAA & TC members Most ASG TC web pages are stale, forgotten orphans TAC web site Provides numerous documents (e.g. Chair manual, Self-Assessment) ASG web site Has links to the various TCs Needs improvement

26 TC Topic: General Reminders
Chair-Elect For new chairs, TCs need to select a vice-chair in a timely fashion There are two accepted practices for chair-elect timelines (see TAC_P_Chairs Manual_V01) TC Chair position is for 2 years Member Responsibilities Maintain current AIAA Membership (must be an AIAA member) Recruit new TC members Submit names for AIAA awards Submit names for AIAA elected offices Propose membership upgrades Propose session papers for AIAA journals

Technical Committee size Maximum of 50 members 35 US Members International members Associate members 34 years old or younger (non-voting) Alumni members (non-voting) Must get approval of ASG Director or Dep. Director to extend TC member beyond 3 year term Cost to AIAA when TC meeting attendance goes up Dinner cost Audio Visual (AV) and speaker system Reason for limitation on number of “visitors” to TC meetings.

28 ASG Director is given annual funding
ASG Topic: TC Funds ASG Director is given annual funding Total for FY13 is $4600 Down from FY12 of $5800 ASG left around 50% of our funds on the table in FY12 Left-over funds are rolled into the general AIAA fund Need good, creative ideas (with technical content) from TCs so we can utilize the funds for what they were intended. VP TAC is very receptive to Student Paper Award Proposals Recent approved items TC Polo shirts (TAC paid ½) Student recognition (e.g. Student Paper Award Fee) Still Time for FY13 Fiscal Year ends 30 September No requests to date
