Reminder about why it is needed As presented on September 2nd, the State’s Division of Drinking Water (DDW) issued Compliance Order on July 29, 2015 It requires Patterson to develop a Corrective Action Plan (CAP) as “roadmap” to achieve Chrome 6 compliance CAP submittal due date to DDW: October 9, 2015

Step 1: Field Testing of Wells Purpose: Determine if limiting well pumping to certain depths can reduce Chrome 6 concentration in source water If Chrome 6 reductions achievable, determine impacts (if any) to well production capacity Order of magnitude cost: Approx. $25,000 Estimated Time Required: 2 months

Step 2: Feasibility Study Purpose: Screen candidate alternatives on conceptual level to determine most suitable potential solution(s) Variables in screening analysis: Technologies (Weak Based Anion Exchange, Strong Based AnionExchange, Reduction/Coagulation/Filtration, possible Reverse Osmosis) Treatment capacity/expansion; other water quality goals Facility site alternatives and conveyance pipeline alignments Capital and O&M costs Order of magnitude cost: Approx. $200,000 Estimated Time Required: 6 months

Step 3: Pilot Testing Purpose: Evaluate recommended technologies from Feasibility Study treating Patterson groundwater Develop Patterson specific design criteria Refine capital and O&M costs Determine treatment technology to recommend going forward Order of magnitude cost: Approx. $400,000 Cost dependent on number of technologies and conditions required to evaluate Estimated Time Required: 8 months

Step 4: Basis of Design Report Purpose: Develop conceptual design of final recommended: treatment system using design criteria from pilot testing conveyance pipeline alignments Revise Capital and O&M costs to be used for grant funding/loan applications Order of magnitude cost: Approx. $200,000 Estimated Time Required: 6 months

Step 5: Engineering Design Purpose: Develop project documents (i.e., plans and specifications) to allow bid and construction of treatment system and pipelines Design milestones: 30%, 60%, 90%, and 100% for review, with final bid set approved by DDW Order of magnitude cost: Approx. $1,000,000 Cost is highly dependent on recommended treatment process, facility configuration, and conveyance pipeline alignments Estimated Time Required: 15 months

Step 6 & 7: CEQA and Permitting Purpose: Required to identify and mitigate environmental impacts and obtain permits to implement the project Initial Study/Mitigated Negative Declaration (IS/MD) or Environmental Impact Report (EIR) will be required Document type to be determined during Basis of Design Report Order of magnitude cost: $200,000 - $400,000 Cost dependent on whether IS/MD or EIR is required Estimated Time Required: up to 18 months Performed in parallel with Basis of Design Report through Engineering Design

Step 8: Funding/Financing Purpose: Application for grant funds and/or State Revolving Fund (SRF) loans to offset Chrome 6 treatment facility costs Order of magnitude cost: $30,000 - $50,000 per application Estimated Time Required: 12 months Grant and SRF loan application process to be conducted in parallel with Engineering Design

Step 9: Construction Purpose: Construction of Chrome 6 treatment facility and required conveyance pipelines Order of magnitude cost: Cannot estimate given too many unknowns at this time. Cost expected to be in the millions range Estimated Time Required: 27 months Includes 3 months to bid and award project; 24 months for construction

Step 10: Commissioning/Acceptance Purpose: Treatment facility startup and acceptance of Chrome 6 compliance by DDW Order of magnitude cost: Dependent on DDW requirements following completion of treatment facility construction Estimated Time Required: 2 months

14 Relationship with Water Master Plan
Master plan objective: identify projects to continue to have a safe, reliable, supply in the future New supply sources and groundwater recharge being evaluated – in addition to groundwater options Capital Improvements Projects will be defined in Mid-December Chrome 6 projects may be linked or consolidated with other master plan projects Presentations to Council: November 2015, February 2016
