1 Best Practice for Reporting Gifted - EMIS

2 Why the Coordinator of Gifted Services inputs EMIS for the Gifted students.
Save on time and the amount of work being done by both EMIS/Gifted Coordinators. Coordinator of Gifted understand the State Standards for Gifted. Create more accurate EMIS Gifted data for the State Report Cards. Accountability Double checking system to help clean up errors.

4 Rules of Gifted Maintenance
District Rule – First – Keep all fields blank K Rule - Call the rule for the grade that you are mass loading. Rules – always check the areas of the gifted testing going on. Mass loading the data is perfect for any whole grade testing for gifted identification.

We use this rule to give everyone in the district a gifted report. Once this is done only students that move into the district will need a gifted report loaded.

6 Rules for Individual Grades
Rules for individual grades should be based on what type of testing is going on. Definitions: Whole Grade Testing – This means every student at that grade level is taking the test. Example: Every 2nd grader is taking the Iowa. Screening – This is the first test taken to see if a student can be Identified. Assessment – This the 2nd test given to see if a student can be identified and is based off results form the first test. Is there whole grade testing going on in that grade? Yes: Then create a rule for each grade and only check the boxes that are being tested. No: If there is no whole grade testing then the rules maintenance will not be useful in your district. Create these rules – use in the Gifted Mass Update.

7 Gifted Mass Update Gifted Mass Update
This is used to mass update and give every students a gifted recorded. Each student gets a gifted record whether or not they are identified gifted. This is also used to mass load screening and assessment fields. *****Warning***** These mass updates need to be done at the beginning of the school year before testing is started. You need to check Overwrite Existing Student Gifted records: This will erase any checks marks already entered for screening and Assessment. This never erases the Identified and Served fields.

8 Gifted Initialization
Used to copy the served vales from one year to the next. This is only good if you know the same kids are being served from one year to the next.

9 Gifted Record Screening: The first test given to a student to see if they qualify to be Identified as Gifted in that area. This can be done by whole grade testing or individual testing. Individual testing is done my a referral form either parents, teachers or in some cases they student. Assessment: Is the second test given to a student to if they can be identified gifted. This test is only given to students who came close to being identified as Gifted on the first test. The first test can be given in one school year and the assessment given in the next school year. Ex: Gifted testing done in May. Assessment done in September. Close means: under 95% and above what your district has defined. Ex. 90%-94%

10 Gifted Record – Identification
Identification: Defined by ODE Superior Cognitive – IQ – Must be 2 standard deviations above the norm. Specific Academic – Math, Science, Reading/Writing, Social Studies. Must score 95% or higher on a nationally normed test. Creative Thinking - IQ + check list IQ – one standard deviation above the norm Check list must have a set score or higher depends on which check list used. Visual/Performing Arts – Check list used and must get a set score or higher. Check list and tests that can be used is according to ODE approved test for identification of Gifted. Please Note: Currently the state requires that we screen all students for identification. STATE LAW MUST IDENITIFY!

11 Identification Cont. Identification is based on the current ODE Gifted Standards. According to those Gifted Standards once a student is identified in your district always identified. If a student moves out of your district and then back in 4 years later they must still be identified in the same areas as they where before leaving. To know all the rules see ODE Gifted Standards. Checking the box for Identified please note this is done the first time a student is identified. The identified date should always match the first time a student is identified in that area. Gifted data does not follow the student from one district to the next. Gifted data may or may not be retained if a student returns to your district. A separate data base of Gifted data should be kept by your Gifted Coordinator.

12 Served Note: The state of Ohio does not Mandate that gifted students be served! This is check if a student is receiving a gifted service as defined by ODE’s Gifted Standards. This should only be check for the area in which a service is be conducted. Ex: student served in math – Must be receiving 4hours of gifted instruction in a given week. Just because a student is identified in every area does not mean they are receiving gifted services in every area.

13 What counts as Gifted Service?
These are the EMIS codes that count as service. GIS – Gifted Intervention Specialist Most services that are with out a GIS required that staff have some kind of training each year on Gifted Education and serving gifted students. Cluster grouping requires training in cluster grouping as well as serving gifted students. Early Entrance and Acceleration do not require training in serving gifted students, but is recommended. If a Gifted Student is counted as served then they must have a Written Education Plan (WEP) on file and in place. A WEP is required no matter what is the service.

14 Membership Codes – GQ Record
EMIS Manual – 2.9 – Program Codes (membership codes) Students are reported as being served through courses and/or programs Gifted Education Programs 205XXX - Gifted Education Services NOT Provided by a Gifted Intervention Specialist 206XXX - Gifted Education Services Provided by a Gifted Intervention Specialist Regular Classroom with GIS directly involved with student Services are provided through collaboration and team teaching by the regular classroom teacher and a GIS, and gifted students are not specifically grouped in the class (in contrast to Cluster Grouping below). Resource/Pull Out Room for Gifted Students led by GIS Students are regularly assigned (but less than 100% of time) to a resource room for gifted students instead of their regular classroom. The instruction is differentiated and delivered by a GIS.

15 Membership A membership must be added for every student that is counted as served in your district. The EMIS Coordinator can pre-loaded the Staff Member and Program Provider IRN.

16 Membership Membership Group: 20 – for Gifted only
Membership: This is the service being provided for your Gifted Student Start Date: First day of the class Stop Date: is only used if the student stops using the service. If a student withdraws from the district filled automatically. Staff Member: This will need to be the Teacher in charge of the service. Required for the program code only. Auto Populated field if needed. - EMIS Coordinator can set-up. IRN: needs to be field by who is providing the service. If an ESC is providing the service, then their IRN goes here.

17 Acceleration Gifted Students who are accelerated must have the following items filled out for them: Membership, Served, Student Acceleration (FB), and Student Acceleration Non-Gifted Students who are accelerated must have two of the following filled out for them: Student Acceleration (FB) and Student Acceleration

Accelerated level: 0 – Student accelerated before this year. Still on acceleration track. 1 – Student is accelerated one year above grade level 2- Students is accelerated two years above grade level Note: If a student is accelerated in Math from 4th to 5th grade and then accelerated again in math the next year the count level is 1 for both years.

21 Student Acceleration (FB) Cont.
Acceleration Flag: No: Student will not take a state test Yes: The student will take a state test Ex: 4th to 5th Math -Y – Test 4th to 5th Social Studies – N – test Accelerated Assessment Accountability IRN is your district IRN.

22 Accelerated Student Accelerated Student:
This is only filled out for students being accelerated from 1st to 8th grade. Students accelerated from 8th grade or High School do not get this filled out. Test: Pick the test at the level they will be taking, Ex: accelerated to 6th Math then choose 6th grade achievement. Part: Choose the subject that they will be taking the test, Ex. 6th Math then choose Math.

23 Tracking Acceleration
If students are only accelerated once they will still need to be tracked until they reach High School. They will always need Student Acceleration (FB) and Student Acceleration filled out each year. Acceleration area is the subject area they have been accelerated. Acceleration Count Level is O Acceleration Flag is yes or no depending on if there is a test that year for it.

25 Gifted Area Students This Creates a report of a all students Identified in your school district. Area of identification Date Identified Served Then gives a total students This report is based on the parameters you give it.

26 Gifted Student Courses
This report is used to see what course your Gifted students are taking. Parameters can be selected to show you only served, identified, etc. Parameters can be selected to teacher and a certain class period.

27 Gifted Student Detailed Report
This report is used to find the total number Screened, Assessed, Identified, and Served. This is the best place to get the information to see if you will meet the Gifted Index requirements for the district report card.

28 Gifted Students Missing Records
This is used to find if there are any students who do not have a gifted record. It should be done maybe once every other month. This a good way for the gifted coordinator to keep track of the new students coming into the district.

29 Gifted Data Processing
Communication between district Gifted Coordinator and EMIS Coordinator is very important to ensure that all gifted data is being reported accurately and completely for your school district. QUESTIONS?
