Terms of Reference Version 1, 12 December 2016 Stuart Goldstraw

2 Terms of Reference Develop the concept and provide technical support to the implementation of the WIGOS Data Quality Monitoring System (WDQMS), including the three basic components: a monitoring function for data availability and data quality (QM), an analysis and evaluation function (Ev), an incident management function (IM). Ensure that the WDQMS will be: applicable to all WIGOS observing components, fully interoperable with OSCAR (Observing Systems Capabilities Analysis and Review) – the monitoring tools to be integrated with OSCAR, to the possible extent. Develop appropriate pilot and demonstration projects (depending on available funding) in order to test and consolidate the concept of the WDQMS. Report to ICG-WIGOS on the development and implementation of the WDQMS. Propose updates to the Manual on WIGOS needed for the implementation of the WDQMS. Develop WDQMS related guidance material.

This has been the main focus of our work Concept developed during 2014 and 2015 Technical support from Members, Centres and Project Office Is it enough, are we complete – We have focussed on NWP Centres and components of the GOS – WIGOS is much more than the GOS? We will need to agree the next steps this week – being realistic with what we can achieve

6 Terms of Reference #2 Ensure that the WDQMS will be:
applicable to all WIGOS observing components, fully interoperable with OSCAR (Observing Systems Capabilities Analysis and Review) – the monitoring tools to be integrated with OSCAR, to the possible extent. Our approach has been to not design anything out of the WDQMS, but we should test this premise carefully over the next few days. What do we truly mean by fully interoperable with OSCAR – this is an important question for this week.

This has been a focus of our work in the past 8 months and we will review the progress and results so far and make clear recommendations for the future Thinking about the next steps – what mechanisms need to be in place to trigger the next set of demonstration projects?

Following our experiences in 2016 we need to review the Manual on WIGOS and ensure the content remains valid Material reviewed during the session will be a significant contribution as well Additional material may be required for NWP Centres (Monitoring Function) and Regional WIGOS Centres (Evaluation Function) – to be discussed

12 Terms of Reference #4 Report to ICG-WIGOS on the development and implementation of the WDQMS. One of the outputs from this Task Team meeting will be a report to ICG-WIGOS Do we need to provide a more regular report of progress? Will the tools be the material display of progress?
