2 Self status D.5 Self status is required per the agreement in this geographic area It should be a rare occasion that dispatch would change the status of a vendor resource

4 Dispatch priority list

5 attributes D.6.2 If the imt orders special attributes, a vendor who offers those attributes shall be given preference for the order

6 Extended attack D.6.3 Follow the dpl order for orders other than initial attack and the exceptions if the vendor can meet date and time needed

7 Dispatching procedures
If vendor cannot be contacted or cannot meet date and time needed, move onto the next available resource

8 Work/rest D.6.7 (a) Follow same regulations as agency resources

9 Length of assignment D.6.7 – continued
(b) to mitigate the government has the option to: (1) request contractor provide replacement personnel (2) release resource after 14 days or follow extension guidelines (3) if government agrees, the contractor may choose to have their personnel remain in camp and not be placed on shift. Time is not compensable

10 Demob & release D.6.8 Incident commander will determine priority of demob D6.9 Once released the contractor shall not accept new resource orders directly, nor seek out reassignments. New orders will originate from host center

11 property D.7.1.1 Contractor shall arrive at incident fully outfitted
If resource does not, or through the course of the incident does not have required equipment and personnel, they are considered non-compliant and may be given up to 24 hours to come into compliance

12 Property D.7.1.3 Contractor property left on incidents
If the government requires contractor to leave hose and/or complements on incidents – the government will provide the contractor with form ad-107 Report of transfer of property In the case of reassignment, the contractor will present ad-107 to supply unit to replace the hose. Prior to demob the contractor must return the property.

13 property D7.1.3 If resource is being demobed, the contractor may present a signed ad-107 for and a receipt for their contractor owned hose and complements to procurement leader or Co. The amount of reimbursement will be negotiated and may be paid as an adjustment to the invoice

14 Incident pre-use inspections
Government will perform inspections If the resource does not pass inspection it is non-compliant and may be given up to 24 hours to come into compliance and be re-inspected If it does not pass re-inspection, no payment will be made for travel to and from the incident Resource will be removed from the dpl until it passes inspection, repeated failures may be grounds for cancellation of agreement

15 Inspection reports D.17.1 Copies of the inspection shall be given to the contractor, and a duplicate copy shall be forwarded to the co for all non-compliant resources

16 Performance evaluations
D.20 Evaluation will be completed by government representative supervising the work. Government representative should provide explanation of high and low scores Signature shall be legible and printed on the form Supervisors being demobed should turn in evaluations prior to demob for all resources they supervised

17 Remain overnight allowance (RON)
D.21.5 Not paid perdiem or lodging expenses to and from incidents When government cannot provide campsite after first shift worked, the government will pay actual lodging expenses or perdiem locality rate

18 Food & drink D.21.6 Contractors are required to provide sufficient food & drink to support their employees while in travel status and the first shift of the incident Government will furnish meals without cost if restaurant subsistence is the approved camp for personnel Government may provide sack lunches for demobed or reassigned resources

19 Order cancellation D.21.7 If the resource order is cancelled after resource mobilization payment will be made by the host agency

20 Ability to perform Exhibit o – Waterhandling agreement
The government reserves the right to reject any contractor or contractor’s employee(s) that is not in full compliance with the qualification requirements for the positions they occupy. Failure of any contractor or contractor’s employees to demonstrate an ability to perform tasks listed in the PTB or standard tasks of the position shall be cause for immediate release. It must be documented as non-compliance, and the co notified prior to demob of contractor.
