1 Participatory Action-research and the use of citizen science in promoting effective climate adaptation actions Filipe Moreira Alves Centre for Climate Change Impacts, Adaptation and Modelling Faculty of Sciences of the University of Lisbon 07th of March 2017 – Nova Gorica, Slovenia

2 Participatory Action-research and the use of citizen science in promoting effective climate adaptations actions Filipe Moreira Alves – Centre for Climate Change Impacts, Adaptation and Modelling (CCIAM)

3 Participatory Action-research and the use of citizen science in promoting effective climate adaptations actions Filipe Moreira Alves – Centre for Climate Change Impacts, Adaptation and Modelling (CCIAM) Our society requires a paradigm shift, a new contract between all societal actors in order to address global challenges with a stronger focus on scientific and social values, and not only economic ones. New politics are needed that prioritize science-society-policy interactions fostering knowledge-based, intelligent and responsible selection of choices. We need structural reforms to increase the openness and the diversity of actors, narratives and scenarios in order to encourage creativity opening new opportunities for all and new joint solutions. ICT fosters open, efficient and agile systems. Digital solutions help turn ideas into the actions required to mobilize individual and collective engagement for the co-creation of a sustainable future.

4 …or for “incremental change”.
Participatory Action-research and the use of citizen science in promoting effective climate adaptations actions Filipe Moreira Alves – Centre for Climate Change Impacts, Adaptation and Modelling (CCIAM) PAR and Citizen science an opportunity for “Transformational science”.. …or for “incremental change”.

5 Participatory Action-research and the use of citizen science in promoting effective climate adaptations actions Filipe Moreira Alves – Centre for Climate Change Impacts, Adaptation and Modelling (CCIAM) Neither the pro’s and con’s of doing PAR..there’s a more important and profound question behind the scenes.

6 BASE Participation Matrix
Participatory Action-research and the use of citizen science in promoting effective climate adaptations actions Filipe Moreira Alves – Centre for Climate Change Impacts, Adaptation and Modelling (CCIAM) Different adaptation phases + different levels of participation and engagement + diferentt stakeholders + beyond de ladder of participation (1947) BASE Participation Matrix

8 Participatory Action-research and the use of citizen science in promoting effective climate adaptations actions Filipe Moreira Alves – Centre for Climate Change Impacts, Adaptation and Modelling (CCIAM) When? Who? How? “You can’t know what you need until you know what you already have.” ..and no individual can know all the assets within a territory, you need a whole community to map them out.

12 Boundaries/frontiers becoming blurry:
Participatory Action-research and the use of citizen science in promoting effective climate adaptations actions Filipe Moreira Alves – Centre for Climate Change Impacts, Adaptation and Modelling (CCIAM) Boundaries/frontiers becoming blurry: Citizens / Stakeholders / Researchers / decision-makers Research-led / Citizen-led / stakeholder-led processes Goals / means / instruments Is it effective in generating concrete direct action towards climate adaptation? Towards genuine sustainability? Is this leading to a Participatory democracy and as such a more equitable, sustainable and resilient society? Campos, I. S., F. M. Alves, J. Dinis, M. Truninger, A. Vizinho, and G. Penha-Lopes Climate adaptation, transitions, and socially innovative action-research approaches. Ecology and Society 21(1):13.

16 Participation fatigue..
Participatory Action-research and the use of citizen science in promoting effective climate adaptations actions Filipe Moreira Alves – Centre for Climate Change Impacts, Adaptation and Modelling (CCIAM) Power struggles…. Participation fatigue.. Backlash in support… Mistrust in real results..

17 Process requirements:
Participatory Action-research and the use of citizen science in promoting effective climate adaptations actions Filipe Moreira Alves – Centre for Climate Change Impacts, Adaptation and Modelling (CCIAM) RRI Outcomes: Process requirements: PUBLIC ENGAGEMENT: The process of R&I is collaborative and multi actor: all societal actors (researchers, citizens, policymakers, industry, educators, etc.) work together during the whole research and innovation process in order to align its outcomes to the values, needs and expectations of European society.

18 BASE Participation Matrix
Participatory Action-research and the use of citizen science in promoting effective climate adaptations actions Filipe Moreira Alves – Centre for Climate Change Impacts, Adaptation and Modelling (CCIAM) Citizen Science refers to the general public engagement in scientific research activities when citizens actively contribute to science either with their intellectual effort or surrounding knowledge or with their tools and resources. Different adaptation phases + different levels of participation and engagement + diferentt stakeholders + beyond de ladder of participation (1947) BASE Participation Matrix

Beyond a technical / functional question.

24 Prof. Jacquie McGlade, head of European Environment Agency
Participatory Action-research and the use of citizen science in promoting effective climate adaptations actions Filipe Moreira Alves – Centre for Climate Change Impacts, Adaptation and Modelling (CCIAM) “Often the best information comes from those who are closest to it, and it is important we harness this local knowledge if we are to tackle climate change adequately…people are encouraged to give their own opinion on the quality of the beach and water, to supplement the official information.” Prof. Jacquie McGlade, head of European Environment Agency And yet, empirical evidence shows that often it doesn’t..

25 Participatory Action-research and the use of citizen science in promoting effective climate adaptations actions Filipe Moreira Alves – Centre for Climate Change Impacts, Adaptation and Modelling (CCIAM) "It is highly unlikely that climate change mitigation will happen unless power and economic resources are more evenly distributed between and within societies. A participatory democracy based on sound deliberative practices, community self-management, and institutions that coordinate, negotiate, and delegate actions on a larger scale, is a better framework for dealing with global warming than the present representative system. it increases the likelihood that majority interests for a sustainable climate will be satisfied, that citizens will take responsibility for the environmental consequences of their private and political actions, that climate friendly solutions to agriculture, industry and energy will be more efficiently implemented, and that people will consider the health of local, regional and even global ecosystems in their everyday lives to a greater extent.“ Sveinung Legard (2015), Would a participatory democracy be better for the climate, Social Ecology and Social Change, Compass
