Title of Subject: Cutting and/or Welding Last Reviewed Date: October 2015 SAFE WORK INSTRUCTIONS The following safe work instructions is NOT INTENDED to replace hands on training requirements of the code of federal regulations. The intent is to provide an overview of known potential safety hazards associated with equipment operation. Hands on training with an experienced operator on each specific model must be conducted. The trainee can not proceed onto production until they are determined ready to proceed by the supervisor of the training. Before any operation or maintenance procedure is performed with or on this vehicle, it is important that personnel have a complete understanding of the location and functions of all controls and indicators, as well as, the location and use of all emergency shutdown controls and procedures Steps for Initial SWI Training: Prepare – Review the SWI. Present – Quick Card at the machine with experienced operator. Tryout – Person performs the task with supervision. Follow up – Competency points are verified by supervisor and is signed by the trainee/trainer to complete the training. Title: Cutting and/or Welding SAFE WORK INSTRUCTIONS KEY POINTS SAFETY PRECAUTIONS This safety apparel is required and must be used: Protective eye wear designed for cutting or welding is to be worn. Use welding or cutting gloves. (Metacarpal gloves are not to be used during cutting or welding procedures – metacarpal gloves will burn.) Always wear earmuffs or similar ear protection while cutting and welding. Fire Prevention: The following are minimum requirements for firefighting prior to cutting or welding: Flowable water source with adequate water supply. 5 bags of rockdust. Fire Extinguisher. Methane examinations are required before and during cutting or welding operations. Area must be wet down and rockdusted prior to beginning cutting or welding. When cutting or welding will take place inby the last open crosscut continuous methane exams by a certified person are required. A follow up examination for hot spots is required after cutting or welding. When 1.0% or more of methane is detected, then cutting or welding cannot be performed until the concentration is below 1.0%. Pre-operational checks: Examine condition of tanks, hoses, gauges, torch, welding leads, welder prior to cutting or welding. Examination of the work area. (Roof, ribs, and floor.) Repair or replace any defects prior to cutting or welding. Scale loose roof or ribs and remove any obstacles. Preparing for Cutting/Welding: Oxygen and Acetylene tanks must be secured and in an upright position. The oxygen hose has right handed fittings and the acetylene hose has left handed fittings. Brass fittings strip easily. Always check for leaks prior to cutting. If any leaks are found make repairs or replace defective parts. Never use oxygen hose to blow debris off of your clothes or skin.

Title: Cutting and /or Welding SAFE WORK INSTRUCTIONS KEY POINTS SAFETY PRECAUTIONS Preparing for Cutting/Welding Cont’d : Equipment must be brought outby the last open crosscut if equipment can be moved before cutting or welding. Equipment must be cleaned of excess coal dust, coal, grease and oil. The area shall be rockdusted and if possible wet down prior to cutting or welding. Maintain proper adequate ventilation to the area where cutting or welding is to be performed and whenever possible place yourself and co-workers on the fresh air side of cutting or welding operations. Check ventilation prior to and during cutting or welding operations. Notify the responsible person and anyone in the affected area prior to beginning cutting or welding. If cutting or welding is to take place in a restricted area (longwall faces, bunkers, beltlines, silos or around shafts) follow the site specific approved cutting or welding plan. Cutting or welding is not to take place with personnel working inby the affected area. Realize that when heating or burning metals, hazardous materials (such as nickel, chromium, cadmium, lead and many others) can be released from molten metals and or metal coatings like plating or paints. Be aware of body positioning during cutting operations. Materials may shift during or after cutting. Never place yourself in a potential pinch point. Using a bonder to weld: Do not set the bonder on the mine floor, on or near batteries and other combustible materials. After burning or welding: Monitor the area for fire or hot spots during burning or welding A diligent search for fire or hot spots has to be performed in the area where burning or welding has been completed and a follow up exam completed between 30 minutes and two hours The area shall be wet down maintained damp/wet. Follow established welding and cutting procedures established at the mine site. Communicate with the next oncoming shift any areas where burning or welding has taken place during your shift.

Title: Cutting and/or Welding SAFE WORK INSTRUCTIONS KEY POINTS SAFETY PRECAUTIONS Clean up: Empty oxygen and acetylene cylinders are to be removed from the mine. Oxygen and Acetylene tanks are to be stored outby the last open crosscut and in designated locations. Only enough oxygen and acetylene should be on the working section as necessary. Tanks must be stored in an area where they cannot be contacted by moving equipment. Transporting oxygen and acetylene cylinders: Cylinders shall be placed securely in devices designated to hold them in place and to protect tanks. Note: protective covers are to be used when transporting cylinders. Disconnect hoses and gauges when work has been completed. Do no leave gauges connected to tanks unattended. Replace metal caps to protect from damage or rupture of cylinders. Be sure plug is in place on acetylene cylinder when not in use.
