Bids evaluated 100% price Most economically advantageous bid will establish individuals personal budget Successful bids presented to individual/family Where more expensive care is chosen third party top up will apply Process to confirm financially sustainability third party sponsor

Once care home selected bidders will receive electronic notification Care home to assess individual If accepted contract will be issued DPS will not make payments – no change Clear timescales for responses Clarifications can be made during call off process

9 Tender Lots The tender will be lotted by residential or nursing care and the care category. The care categories are as follows: Older people Dementia Learning disability/autism spectrum disorder Mental health Physical disability/sensory impairment

Will not trade with care homes rated Inadequate New placements will be suspended – except where they is clear demonstrable improvement Care market & quality assurance teams support Feedback from individuals, families, carers

12 Proposed Timescales Procurement to go live March 2017
Tender period 30 days Evaluation and decisions by end of May 2017 Implementation by July 2017 Introduction of DPS call off DPS 2 years, plus 1 year, plus 1 year

13 Existing Contracts 2016/17   Care Home Contract expires midnight 8 April 2017 An invitation to extend the Terms and Conditions of 2016/17 contract for 3 up to three months will be made to all contracted providers via in the next few days. Once the invitation is signed and returned to the Care Home Team the Care Director system will be update to so your home is contracted and new placements can be offered. From the 1 April 2017 all new Care Home Placements will be made via the new central Brokerage Team they will only be contacting homes who are contracted for 2016/17.  Brokers will only be able to contact homes that are shown as contracted.

Engagement Sessions & Survey Monkey will be live from (3 weeks) Inviting views on the models/financial proposals and options for implementation SCC Budget 2017/18 to be agreed by Cabinet – Legal Duty to set a balanced budget DASS has delegated authority to agree within set budget totals.
