7 Summary 2016 NANPA Survey Results
The following is a summary of written comments that were provided by survey respondents: As in previous years, significant praise for the NANPA staff was a consistent theme in the survey. The comments included praise for individual staff members and appreciation for the quality of service provided by NANPA. The following adjectives and phrases were used by multiple respondents to describe their experiences in working with the NANPA staff: Proactive, responsive Provides excellent customer service Efficient, well organized, professional Knowledgeable, accurate 06/29/2017

8 Summary 2016 NANPA Survey Results
Comments suggesting improvements were mostly isolated and were not indicative of any consistent performance issues for the NANPA. Comments pertained to: Use of the online NRUF Form 502. Suggestion to enhance content of the system-generated Part 4 s. 06/29/2017

9 Summary 2016 NANPA Performance Report NOWG Observations
The NOWG concluded that the survey quantitative results and written comments indicated a high level of satisfaction experienced by those who interacted with the NANPA. The NANPA actively participated in industry forums, and promptly addressed issues brought to their attention. The NANPA also promptly addressed suggestions made by the NOWG. As in previous years, the NANPA has continued to consistently and effectively demonstrate their expertise in all areas in which they were involved. 06/29/2017

10 Summary 2016 NANPA Performance Report NOWG Highlights
Conducted one-on-one NRUF training and posted a “Getting Started” information sheet to assist newly authorized interconnected VoIP providers in applying for and obtaining NANP resources. Completed a significant two-year project to reclaim 555 line numbers and implement the sunset of 555 NXX assignment guidelines. Submitted and implemented change orders that resulted in several NANP Administration System (NAS) enhancements. Provided industry leadership and support in NPA Relief Planning, NRUF, Other NANP Resources, and Code Administration activities. 06/29/2017

12 Summary 2016 NANPA Performance Report NOWG Recommendations
The NOWG makes the following recommendations for NANPA: Provide details of the type of modifications being made to NAS in the notices sent to users when events are scheduled to implement software builds or other improvements, particularly when changes may impact FTP users or users with automated processes. Continue to offer NRUF training session(s) via WebEx which would include navigation and functionality of the online NRUF Form 502. Hold a NANPA website refresher training session via WebEx, or an unstructured NANPA website Q&A session. Continue to proactively search for ways to improve processes, educate customers, and enhance system functionality, and document those efforts where NANPA has gone above and beyond to assist its customers. 06/29/2017

Comments suggesting improvements were mostly isolated and were not indicative of any consistent performance issues for the PA. Comments pertained to: More advanced notice of PAS changes that may impact automated processes. Suggested PAS enhancement to add additional information to subject line of Part 4 Reminder/Delinquent notices. More thorough review of Part 1A supporting documentation prior to issuance of Part 3 Denial. 06/29/2017

Based on the results of the 2016 RNA Performance Survey, the industry overall appeared satisfied with the PA’s RNA performance. 06/29/2017

The NOWG concluded that the PA and RNA survey quantitative results and written comments indicated a high level of satisfaction experienced by those who interacted with the PA and RNA. RNAS and PAS successfully moved to Amazon Web Services (AWS). PAS and RNAS both exceeded the required metric of 99.9% availability in 2016. Implementation of the Direct Numbering Access Interconnected VoIP Order. Educated interconnected VoIP providers on requirements for application processing, proper supporting documentation, and on the information needed in 30-day notification letters. 06/29/2017

The NOWG makes the following recommendations for the PA: Continue to have internal training sessions with the PA and RNA personnel to ensure consistency in understanding the processes when responding to service providers and regulators. Provide details of the type of modifications being made to PAS and RNAS in the notices sent to users when events are scheduled to implement software builds or other improvements, particularly when changes may impact FTP users or users with automated processes. Review PA and RNA performance survey comments for possible future enhancements to PAS and RNAS. Continue to proactively search for ways to improve processes, educate customers and enhance system functionality. 06/29/2017

25 2016 NANPA and PA Performance Reports
The NOWG requests NANC approval of the NANPA and PA Performance Reports and requests the NANC Chair to transmit to the FCC. 06/29/2017

26 NANPA / PA Technical Requirements Documents (TRDs)
NOWG has completed the initial review and update of the NANPA TRD. NOWG work on the PA TRD has been on hold for several months while the NOWG completed the 2016 NANPA and PA Performance Reports and addressed the Interconnected VoIP Foreign Ownership Referral. NOWG will now resume its review and update of the PA TRD. 06/29/2017

27 Interconnected VoIP Foreign Ownership Referral
The FCC requested the NANC identify and evaluate concerns that may be raised by foreign ownership of VoIP applicants seeking numbering authorization from the FCC, specifically directing the NANC to: Identify what issues foreign ownership of interconnected VoIP providers seeking to obtain numbering resources may present;  Provide information about NANC member experience with foreign-owned carriers obtaining telephone numbers from the NANP and/or use of those numbers outside the United States, and  Make specific recommendations about how to address foreign ownership of interconnected VoIP providers that seek to obtain numbers directly. The NANC Chair referred the request to the NOWG, requesting the NOWG conduct an assessment, with assistance of the ATIS INC, on potential issues related to foreign owned interconnected VoIP service providers that are seeking the FCC’s authorization for direct access to numbering resources. The NOWG reached out to the NANPA and PA for feedback, and to obtain even broader input, the NOWG asked the NANC Chair to send the request to the NANC and its Working Groups, such as the FoN WG. The NOWG conducted its assessment and incorporated input received from the ATIS INC, NANPA, PA, and FoN WG into a single report, and provided the report to the NANC Chair on June 21, 2017. 06/29/2017
