2 EAPPRI – A brief history
Linate 2001 – wake-up call for Europe. Previous perception that RI was an American problem. Coordinated by EUROCONTROL SISG Edition1.0 Release 2003, initial update in 2004 Informed ICAO Manual on the prevention of Runway Incursions released in 2007.

3 EAPPRI Ed 2.0 EAPPRI Edition 2.0 Released – April 2011
Updated/New Recommendations covering: Joint Use of civil/military aerodromes Manoeuvring Area vehicle driving/tracking vehicles Aerodrome lighting (including Stop Bars) policy Revised edition 2.0 released and published April 2011. Hands Up 1. Who’s heard of it? Keep you hand up if you’ve actually read it or parts of it Still keep it up if you’ve acted on it.

EAPPRI is a live document. New materials, procedures, practices etc being introduced; therefore potential scope to update to Ed Need to ensure document remains relevant, consistent and covers new and emerging best practices. 15/05/2018

Political SES, EU performance management (Risk Assessment Tool (RAT) for runway incursions) Economic Aerodrome capacity constraints, runway throughput/ pressure, fuel efficiency Social Increasing mobility, demand, public expectations (safety levels) Technological Aerodrome Safety Nets: A-SMGCS, Runway Status Lights ATC Safety Nets (SESAR), datalink. Aircraft Operator Safety Nets: RAAS Future: Remote Tower, drones/RPAS Legal New ICAO and EU regulations and requirements (e.g. aerodrome certification, SMS) Environmental Noise abatement – sub optimal runway configurations Political SES, performance management (Risk Assessment Tool (RAT) for Runway Incursions) Economic Aerodrome capacity constraints, runway throughput/ Pressure, fuel efficiency Social Increasing mobility, demand, public expectations (safety levels) Technological Safety Nets A-SMGCS, RWSL, ATC (SESAR), datalink Legal New ICAO and EU regulations and requirements (e.g. aerodrome certification, SMS) Environmental Noise abatement – runway configurations. Changes mean that some Recommendations are no longer appropriate (e.g. Implement SMS, now an EU requirement) and GM is out of date. 15/05/2018

6 Runway Collision – Runway Incursion
EAPPRI Risk Context Runway Collision Example: ILS Infringement Mitigations RI RI Also want to get a better understanding of runway collision risk. Some RI scenarios have a direct risk of runway collision (if other mobile present). Some scenarios are RIs but there is no risk of runway collision. Inadvertent stop bar crossing (by a few feet). Mobile entering runway – no other aircraft/vehicle/person. ILS infringements – CFIT/LoC/RE risk rather than runway collision risk. Some scenarios may, or may not be, RIs but have a direct risk of runway collision? Mitigations exist after RIs to prevent runway collisions. 7 2016 EUROCONTROL Safety Regulation Commission data
So, how good are we at preventing Runway Incursions? 2016 EUROCONTROL Safety Regulation Commission data AST derived data from x states. 2015 ‘A’s down from 26 (2014) to 11 (2015) but conversely ‘B’s slightly up. ‘C’s improvement ; E (no safety effect) growing as number not determined (D) or not assessed continues to fall. ESARR 2: A Serious, B Major; C Significant; E; No Safety Effect; D Not Determined; and Not Assessed ICAO: A A serious incident in which a collision is narrowly avoided. B An incident in which separation decreases and there is significant potential for collision, which may result in a time-critical corrective/evasive response to avoid a collision. C An incident characterized by ample time and/or distance to avoid a collision. D An incident that meets the definition of runway incursion such as the incorrect presence of a single vehicle, person or aircraft on the protected area of a surface designated for the landing and take-off of aircraft but with no immediate safety consequences. E Insufficient information or inconclusive or conflicting evidence precludes a severity assessment. 15/05/2018

Top 5 Studies: Landing Without ATC Clearance, Controller Detection of Occupied Runway and Sudden High energy Runway Conflict. Have provided additional insight based around detailed SAFMAP analysis of ANSPs A and B severity RIs. Findings and conclusions informing EAPPRI V3.0 developments, including new candidate Recommendations (and associated Guidance Materials). 15/05/2018

9 EAPPRI v3.0 Objectives Aim Goal Intermediate Step
Ensure document remains up to date and relevant, consistent and reflects existing and emerging industry best practices. Review, update and, where necessary, add new Recommendations and associated Guidance Materials. Set EAPPRI in context of Runway Collision Risk Reduction. Continue to shine an industry spot light on Runway Safety. Aim Publish new EAPPRI v3.0 in 2017. Goal Aspire to do even better and challenge the industry to further improve runway incursion prevention. Intermediate Step Use 2017 Safety Forum to ‘validate’ candidate EAPPRI v3.0 new Recommendations Gain additional feedback from Safety Forum participants to further inform the development of EAPPRI v3.0. Objectives: Ensure document remains up to date and relevant, consistent and reflects existing and emerging industry best practices. Review, update and, where necessary, add new Recommendations and associated Guidance Materials. Set EAPPRI in context of Runway Collision Risk Reduction. Continue to shine an industry spot light on Runway Safety. Aim Publish new EAPPRI v3.0 in 2017. Goal Aspire to do even better and challenge the industry to further improve runway incursion prevention. Meant to be proactive, challenging. SMS and local RST at the heart of things. Yes we’ve done them, or we say we have but how effective are they? Hence new version asks us to look again and make sure we’re doing everything we can possibly do to enhance runaway safety and in this context RI prevention. Intermediate Step Use 2017 Safety Forum to ‘validate’ candidate EAPPRI v3.0 new Recommendations 18 in all Survey questionnaire circulated – thank you for feedback so far. 10 Candidate Recommendations
EAPPRI v3.0 Candidate Recommendations General Principles: Improving effectiveness of SMS and aerodrome local runway safety teams; interpretation of runway incursion definition. Aerodrome Operator: Aerodrome driving (recency checks, sterile cab, protected area map); control of WiP/contractors; and design – avoid multi-lane entrance pads. ANSPs: h24 stop bars; assess use of conditional clearances; and early landing, line-up and take-off clearances. 15/05/2018

EAPPPRI v3.0 Candidate Recommendations Regulators: Runway safety promotion activities; and assessment of operators’ SMS. AIM: Simplifying and improving quality of runway safety AIM data. Future Work: Remote Tower and authorised RPAS/drone activity – potential impacts on runway safety. 15/05/2018
