3 Electronic Data Transfer (EDT)
What is it? Transfer of crash data in an electronic data format between a State and NHTSA Includes police crash reports and supporting analysis data (where available)

7 Federalized Encrypted Security Platform
Data transmission is encrypted Databases are encrypted Double firewalled (DOT and NHTSA) Internal access to DOT only PII not allowed to be released in any fashion (Federal Privacy Act)

8 Federal Law – NO PII Can Be Released
SEC HIGHWAY SAFETY RESEARCH AND DEVELOPMENT. Section 403 of title 23, United States Code, is amended— GENERAL AUTHORITY.— ‘‘(1) RESEARCH AND DEVELOPMENT ACTIVITIES.—The Secretary may conduct research and development activities, including demonstration projects and the collection and analysis of highway and motor vehicle safety data and related information needed to carry out this section, with respect to— ‘‘(A) all aspects of highway and traffic safety systems (e) PROHIBITION ON CERTAIN DISCLOSURES.—Any report of the National Highway Traffic Safety Administration, or of any officer, employee, or contractor of the National Highway Traffic Safety Administration, relating to any highway traffic accident or the investigation of such accident conducted pursuant to this chapter or chapter 301 may only be made available to the public in a manner that does not identify individuals.

Four State crash datasets are currently being transmitted (VA, MD, FL and CT) CA Highway Patrol cases are currently being pre-coded for fatals Working with additional States

Centralized, public and authoritative data source for VIN-associated and VIN-specific data: Manufacturer required submittals – Primary Source; >10,000 Source Documents; Collection Started in 1980s Includes all regulated vehicles by NHTSA Model Year 1995 Forward >98% base decode ability Older model years lower confidence / completeness Includes some ATV / Off-road vehicles

Passenger Vehicles Multi Purpose Vehicles (MPVs) Motorcycles / Scooters Trucks Buses Low Speed Vehicles (LSVs) Trailers * Some manufacturers have included off-road / track-only vehicles for purposes of transparency / crash decoding (Not regulated by NHTSA)
