4 In 1854, Senator Stephen A. Douglas of Illinois introduced a bill to settle the issue of slavery in the new territories out west. Why has it been so difficult to resolve the issue of slavery this far? Before even hearing the plan, do you think he is going to come up with a solution? Why or why not?

5 The Kansas-Nebraska Act of 1854 organized the region west of Missouri and Iowa. This created new territories (Kansas and Nebraska). Both were north of North latitude, the line that limited slavery. Why would this anger the South? (Turn and talk)

6 He proposed repealing the Missouri Compromise and letting voters in each territory vote on whether to allow slavery. He called his proposal, popular sovereignty.

7 Guided Practice , As a class, we will popcorn read a passage titled, “The Kansas-Nebraska Act” (Page 433), and answer the following comprehension questions: Why were Northerners opposed to repealing the Missouri Compromise? Why did Southerners like the idea of popular sovereignty? What is your opinion of Douglas’s plan?

8 Independent Practice Independently read a passage titled, “Conflict in Kansas” (Page 432) and answer the following comprehension questions: How did the two sides react to the debate, including the border ruffians? Why did they feel that heading to Kansas would be effective?

9 Group Work Each group will receive a copy of a map titled, “The Compromise of 1850/The Kansas-Nebraska Act of 1854 (Page 430). Group 1- Which territories did not allow slavery in 1854? Group 2- Compare and contrast the two maps. What remained the same? What changed? Group 3-Which side in the slavery debate lost territory because of the Kansas-Nebraska act in 1854?

10 Homework If you were in charge at this time, how would you go about resolving the issue of slavery? Come up with a proposal in a 5-7-sentence paragraph.
