1 Prepared by the PCC Web Task Force
Web Team Proposal Prepared by the PCC Web Task Force Russell Banks Tammy Billick Luis Menchu Loraine Schmitt Steve Smith

2 Web Team Proposal The Web Steering Committee should recommend…
Establishment of a Web Team. Placement of an existing Systems Analyst position on the Web Team. Immediate posting of job announcements for currently open Systems Analyst and Programmer Analyst positions for placement on the Web Team to focus on analysis and production roles. Creation of two new positions for placement in the Web Team focusing on management and production roles. Placement and structure of a Web Team in the PCC organization. Priorities for the Web Team. Proposal initiated after Web Retreat (6 months) Charge to the Web Task Force: Develop a plan for addressing the following: Functions of the Web Team: What would they be doing? What are available resources? (From Ray Grant) Identify gaps, holes Examine models: What’s working that we want to continue? What’s not?

3 Process Identify and propose Web Team Responsibilities Structure
Functions Relationships Projects & Targets Structure Models Skill sets Existing Resources Staffing Needs Organizational Placement Process What will we be looking at?

4 Process > Responsibilities
Web Team Functions Facilitate Web solutions for PCC with a college-wide perspective and an end-user paradigm. Advise the Web Steering Committee and others regarding Web issues. Champion the Web as a service delivery vehicle. Provide basic level support to departments. High-level view of what the Web Team will be doing. Key: End-user paradigm – example. Key: Levels of support – discussed further later.

5 Relationships Web Team Relationship with Web Steering Committee (WSC)
Process > Responsibilities Relationships Web Team Relationship with Web Steering Committee (WSC) PCC Departments PCC Individuals Relationships are keys to understanding how the Web Team (and WSC) fit into the PCC community.

6 Process > Responsibilities > Relationships
Web Team and WSC Web Steering Committee defines direction and priorities for the Web Team. Web Team advises WSC on Web issues. Key: Regardless of organizational placement (discussed later), direction comes from WSC – not parent organization.

7 Web Team and Departments
Process > Responsibilities > Relationships Web Team and Departments Web Team retains an end-user paradigm Departments retain content responsibility Content Stewards Departments require differing levels of support Transitional Needs Advanced Needs Pooling of Resources Key: Basic support Key: Department personnel Key: Pooling

8 Web Team and Individuals
Process > Responsibilities > Relationships Web Team and Individuals Web Team will not have the resources to support individual efforts But may support initiatives that… Benefit the larger college community. Facilitate distributed Web publishing.

9 Projects & Targets 35% 65% Process > Responsibilities Projects
Small (>wk. and <3mos.) Medium (3-12 mos.) Ongoing Support Up to 40 hours Coordination of outsourced projects Large projects (>12 mos.) Overhead Project types categorized and work distribution considered for determing staffing needs, which are discussed more next. Breakdown similar to Banner Systems Development Team 30% projects Remainder to ongoing support, maintenance, overhead. Want focus on basic support, as there is an immediate need for publishing support. 35% 65%

10 Projects & Targets 35% 65% Process > Responsibilities
Projects for 2001 Define Standards Design Templates Define Publishing Process Faculty.pcc.edu Search Engine DB-driven Sites Web Announcements Secure Communications Room Reservations Online Surveys Single Schedule Ongoing Support Basic Dept. Support Maintenance Minimal Web Presence Coordination of Outsourced Projects Online Student Services Web Portals Overhead Meetings Vacation Typical projects for 2001 Examples of large projects – portals. Most likely scenario is outsourcing most of this effort with internal oversight and coordination. Targets for operational use and for the exercise of developing staffing needs. 35% 65%

11 Process Identify and propose Web Team Responsibilities Structure
Functions Relationships Projects & Targets Structure Models Skill sets Staffing needs and placement “What the Web Team?” complete, now what does this Web Team need to look like.

12 Models Distributed Centralized Decentralized Entrepreneurial
Process > Structure Models Distributed Centralized Decentralized Entrepreneurial Key: Propose DISTRIBUTED MODEL taking advantage of positive aspects of each model.

13 Distributed Publishing Model
Process > Structure > Models Distributed Publishing Model Note: A distributed PUBLISHING model is made up pieces of other models. Key: Other portions of the Web model, for example, server hosting and administration are best served by a centralized model. Important point is that a distributed model incorporates the best model for the service at hand and keeps options and communication open.

14 Skill Sets Management Account Management User Experience Analysis
Process > Structure Skill Sets Management Account Management User Experience Analysis User Experience Production Technology Analysis Technology Production Infrastructure Support Common Web Team structure. Reference: Collaborative Web Development, Jessica Burdman, Addison-Wesley, 1999.

15 Existing Resources Existing Positions Open Positions
Process > Structure Existing Resources Existing Positions Systems Analyst (Luis Menchu) Open Positions Systems Analyst (PA funds) Programmer Analyst (ITS funds) External resources will also be available to Web Team: Design support from PA Graphic and writing support from PA Banner integration from ITS Systems Development DBA assistance from ITS Systems Development

16 Staffing Needs Process > Structure User Experience Analysis 1 FTE
User Experience Production Technology Analysis 1 FTE See proposal document for details. An outline for placement suggesting responsibility assignments. 1 FTE Technology Production Account Management Infrastructure Support 1 FTE Management

17 Organizational Placement
Process > Structure Organizational Placement ITS? PA? New Organization? ITS? - Close ties to the technology? PA? - Marketing and publishing focus? New Organization? To provide needed focus and match interdisciplinary nature? DePauw University. ITS is just the host. To make a profit center? Georgetown University

18 In Summary The Web Team…
Facilitates Web solutions for PCC with a college-wide perspective. Promotes a distributed publishing model with a focus on end-user needs. Provide a resource for PCC departments looking to implement Web services.

19 In Summary The Web Steering Committee needs to…
Recommend establishment of a Web Team. Systems Analyst position (Existing) Systems Analyst position (Open) Programmer Analyst Position (Open) Two additional FTE (New) – for Web Team management and production roles. Recommend organization and placement of Web Team. Define Web Team project priorities soon.
