Preferential parking areas are enacted in areas in response to the adverse impacts caused to certain areas and neighborhoods by long-term non-resident parking.
Parking restrictions are put in places from which residential vehicles are exempt.

Survey and study to show area has a minimum occupancy of 70% for four hours, two days a week

6. FINDINGS
Reduce potential hazardous traffic conditions
Protect such areas from polluted air, excessive noise, and trash/refuse
Protect residents of area from unreasonable burdens in obtaining parking
Preserve the character of neighborhoods
Preserve property value in neighborhood
Promote traffic safety and peace, good order, comfort, convenience and general welfare for city residents

The City Council received a petition from the residents requesting that preferential permit parking be established in their neighborhood
Area meets the criteria for preferential permit parking
UOP has agreed to do the enforcement in this area

11. “NO PARKING” FOR STREET SWEEPERS
Councilmember Ruhstaller has requested consideration for “No Parking” for the street sweepers. Sunrise collects solid waste in this area every Tuesday so the streets would be swept every other Wednesday. Kevin Basso, with Sunrise Sanitation, indicated that if we limit the “No Parking” from 6 a.m. to 12 p.m. that would provide enough flexibility for the sweeper company.

12. “NO PARKING” FOR STREET SWEEPERS
It is recommended at this time not to support the proposal regarding street sweeping based on the following reasons:
The ordinance may need to be revised.
The neighbors should be polled.
Precedent setting.
Lack of Police enforcement resources.
If the City Council wants to explore this concept, it should be referred to a Council Committee for discussion/recommendation

13. RECOMMENDATION
Adopt an ordinance for preferential parking areas within the City of Stockton
Adopt a resolution amending the Citywide/Public Works Fee Schedule to include preferential parking permits
Adopt a resolution establishing preferential parking within the Caldwell Village area
