maintain authorized width and depth of the Red River as well
as maintaining 24/7/365 lock operations.

10. LA Port Priority Program
Primary goal to improve the infastructure of LA ports and harbors.
Funded by the LA Transportation Trust Fund
$20M average funding level
Currently, amt. of program funds for one project limited to $15 million ($5 million/year based on historical level of funding).
Construction of project can be phased in to allow for early construction.
Recommended but unfunded projects can be built with 100% port funds and reimbursed by program when project is finished.
