4 Balanced Growth Program
State’s goal: Local planning framework to coordinate decisions about how State policies and investments promote growth and conservation. Align State activities with local priorities. Desired outcome is that local governments….. Designate conservation and development priorities. Communicate these to the State. Adopt codes to facilitate development and conservation. Coordinate with State as appropriate.

Funding pilot projects Recommending land use practices Developing incentives available for communities participating in a Balanced Growth Plan. Additional points on grant applications. Lower interest loans. Access to member agencies of the Ohio Lake Erie Commission.

7 Benefits to CRWP Members
Support for local priorities: Planning: Framework for planning/zoning commissions to discuss conservation and development priorities. Zoning: Conservation development, riparian/wetland setbacks, and other best land use practices linked to balanced growth in the Lake Erie basin. State assistance for member priority projects: State agencies focused on member priorities for development and conservation. State incentives: Points on applications to ODNR and Clean Ohio Fund, better interest rates for loans, and other state funding programs available to BGI watersheds.

Drafts for Each Member: Priority Conservation and Development Areas available for each member to consider. Working with Members: Aurora, Eastlake, Newbury & Auburn updating comprehensive plans, including PCAs & PDAs. Work with all member communities to: Refine PCA and PDA designations. Request a resolution endorsing the PCA and PDA designations in the Chagrin River Watershed Balanced Growth Plan.
