7 Why are apprenticeships changing?
In November 2012 Doug Richards presented his findings on the governments apprenticeship system . Ten key recommendations - Apprenticeships should be redefined. - The focus of apprenticeships should be on the outcome. - The Government should set up a contest for the best qualification. - The testing and validation process should be independent and genuinely respected by industry. - All apprentices should have achieved Level 2 in English and Maths before they can complete their apprenticeship. - The Government should encourage diversity and innovation in delivering apprenticeships. - The Government has a role in promoting good quality delivery.

- Government funding must create the right incentives for apprenticeship training. - Learners and employers need access to good quality information. - Government must actively boost awareness of the new apprenticeship model.

On the 12th March 2013 Government accepted all Doug Richards (10) recommendations

11 Key Points All existing apprenticeship frameworks are available until 2020. If a new apprenticeship standard is developed before 2020 it will replace the existing apprenticeship framework. The existing Apprenticeship in Sporting Excellence Framework (ASE) is available and funded for the new apprentices. It is intended to have the new Sporting Excellence Professional Apprenticeship standard ready for to replace the current ASE apprenticeship framework.

14 Trailblazer Apprenticeship Standard
Using DfE guidance the SEP trailblazer group develop a SEP standard - standards :short easy to understand - describe the knowledge, skills and behaviour (KSB) require to undertake a specific occupation (Job role) - Not written on more than two sides of A4 paper Standards must meet specified criteria - 7 Key apprenticeship criteria Trailblazer group is required to - Produce a development timetable - Consult with all stakeholders - submit the SEP standard to DofE for approval Stage 2 Trailblazer develops the new standard working with providers & professional bodies

16 Key Points The sporting excellence professional trailblazer group plan to submit a sporting excellence standard to the DfE for approval by the 28th April 2017. There is an opportunity via a two week consultation period for all stakeholders to feedback to the DfE on the proposed sporting excellence professional apprenticeship standard. It will be six weeks (June 2017) before the DfE either accepts or rejects the sporting excellence professional standard and informs the trailblazer group if they can proceed to the next stage or if the group needs to take further action. It is envisaged that the DfE will assign an indicative funding cap to the standard at this point.

17 Trail Blazer Assessment Plan
The assessment plan Must Include - An End Point Assessment (EPA) -EPA must be holistic and cover the knowledge skills and behaviours (KSB’s) learnt throughout the apprenticeship. The assessment plan Must explain -What will be assessed (KSB’S) -How apprentices will be assessed -Who will carry out the assessment -The quality assurance arrangements SEP Trailblazer group submit assessment plan to DfE. Approval of assessment plan and final funding cap a assigned by DofE Stage 3 Trailblazer Develops an Assessment Plan working with Providers and others on Delivery

18 Key Points The assessment plan is a key part of developing an apprenticeship standard. The sporting excellence professional trailblazer group are due to meet on Tuesday 27th June 2017 to discuss the development of an assessment plan. The intention is to produce and submit a sporting excellence professional assessment plan to the DfE for approval by the end of July 2017. The sporting excellence professional trailblazer group are hoping to gain final approval from the DfE and a final funding cap by October 2017 and have the standard ready for delivery from the 1st July 2018.

19 Sporting Excellence Professional Assessment Plan- Considerations
The choice of a final assessment instrument or instruments. Balance between Formative (ongoing) v Summative (final) assessment. Make a decision on whether to grade or not to grade The practicalities of delivering end point assessment. The cost of delivering end point assessment. University acceptance of the standard and end the point assessment instrument(s)chosen.

22 What is end-point assessment?
End-point assessment (EPA) is the final assessment for an apprentice to ensure that they are able to do the job they have been training for.

23 Compare it to learning to drive:
1. On programme Assessment Gateway End Point Assessment A learner (apprentice) will work with the driving instructor to gain the knowledge skills and behaviours needed to drive There will be practice theory tests, and the driving instructor does practice driving tests with the learner Final theory test and practical driving test for the learner During the final theory test and practical driving test , the learner will be assessed by an assessor who is a different person from the driving instructor. This is done to ensure that any decision made is impartial and fair.

25 Who can deliver end-point assessment?
Only English Skills Funding Agency (ESFA) recognised organisations who are included on the Register of Apprentice Assessment Organisations (RoAAO) can deliver end point assessment. External quality assurance of (Ro AAO) is carried out by another body, as specified within the assessment plan and it will identify one of four different approaches to external quality assurance:

An end-point assessment organisation must: have relevant occupational experience of the standard have relevant assessment experience and expertise robustly manage any conflict of interest quality assure their activity An end-point assessment organisation cannot: deliver the learning elements to the same apprentice deliver end-point assessment to non-apprentices

27 Summary What we know What we don’t know . AASE to New standards
Standards will replace frameworks by 2020 or earlier if a new apprenticeship standard is developed. ASE framework registration available until 31st December 2017. Functional skills content and assessment is under review. New FS qualifications will be introduced in 2019. The plan is to have the new Sporting Excellence Professional apprenticeship standard ready for delivery by 1st July 2018. AASE to New standards Exact switch off dates for specific ASE framework the intention is to have the new standard and assessment plan approved by (October 2017). .

Employers and employer groups have led on developing the new standards. Apprentices’ behaviours will be assessed in addition to their skills and knowledge development. The standards are brief with the full detail contained in the accompanying assessment plan. Qualifications are not a mandatory requirement (not included in SEP standard) PL-LFE –PFA committed to finding a solution to the issue of qualifications. New Standards If funding will be available for qualifications to be taken outside the apprenticeship standard.

In March 2011 Professor Alison Wolf presented her findings on Pre 19 Vocational Education. In March 2013 the Government issued a Policy Paper for consultation entitled: “Government proposals to reform Vocational qualifications for year olds” Establish a process and set of characteristics by which vocational qualifications could be judged for inclusion in performance tables

37 BTEC Consultation Exercise
July April 2017 LFE have informed EFL clubs of the changes to vocational qualifications and asked EFL clubs for their thoughts on the New BTEC sport qualification. Have engaged in extensive consultation with Pearson’s PL and EFL clubs regarding the feasibility of a bespoke BTEC qualification for elite footballers between years of age Consultation has included -Pearson LFE-PL- working group meetings x 4 -LFE-EFL-BTEC focus group consultation meetings x2 -LFE-EFL BTEC on line BTEC questionnaires x 3
