4 Apprenticeship Reform The Richard Review (2012) October 2013, the first employers were formed as “trailblazers” to design new apprenticeship standards and assessment approaches in England. The reform forms part of broader changes to the apprenticeships system outlined in the government’s 2020 vision: Funding rules, methodology, levy and SME funding 3 million target Legislation to protect the term “apprenticeship” and target public bodies in the Enterprise Bill Introduction of the Institute for Apprenticeships and Digital Apprenticeship Service (DAS) The reform/Trailblazers applies to England only 4 Illustration by Tang Yau Hoong) LAWW Webinar Series from Pearson | April 2016

5 Apprenticeships are changing: Comparison between SASE Frameworks and New Standards 5 SASE Frameworks (Multi-occupational) Trailblazer Apprenticeships (Single standard per job role/occupation) Initial Assessment On-the-job and off-the-job training including: NVQ and Technical Certificate Maths and English Personal Learning and Thinking Skills (PLTS) Employment Rights and Responsibilities (ERR) Completion and certification Occupational Competence On-the-job and off-the-job training including: Qualifications not mandatory – defined in standard and assessment plan – optional qualifications could be built in by provider/assessment organisation Maths and English Formative assessment of behaviours Initial Assessment Gateway – Employer and provider sign off learner ready for End Point Assessment End Point Assessment Completion and certification Occupational Competence LAWW Webinar Series from Pearson | April 2016

6 Apprenticeship Standards – how will they look? New standards, high level assessment and delivery methodology: Apprentices will be assessed largely at the end – “in most cases at least two thirds” A holistic element to end-point assessment Apprenticeships will be graded Assessment will cover theoretical and practical elements ‘Mastery mechanism’ – no compensation, not all elements need be graded Single approach to assessment against the standard - HLAs English and Maths Minimum 12 months Use of technology in design, delivery and assessment While On-Programme assessment will remain, the focus is on End Point Assessment The Standard and Assessment Plan written by the Trailblazer group sets out the skills, knowledge and behaviours required, together with an outline of the assessment methods to be used for the end assessment 6 Apprenticeships from Pearson | April 2016

7 Assessment of new apprenticeships Emerging models for assessment with a general split between STEM and Service/Operational standards Independent assessment at the end of the apprenticeship programme is a fundamental of the reforms Apprentice will be signed-off by their employer as ready for a final assessment of their knowledge, skills and behaviours (competency) The assessment must be graded (in most cases) and the end point assessment company and assessor must be independent of and separate from the training provided by the provider and employer. The validity, effectiveness and cost of the various methods available vary in accordance with the occupation, which could be practical, involving work that can be easily observed or knowledge-based, where work output can sometimes be partly observable On-programme assessment throughout the apprenticeship programme will still be necessary. Tracks progress of apprentices, gather feedback and offer employers and providers a clear view of apprentices’ readiness for final assessment. On- programme assessment could include: one-to-ones for monitoring progress formal qualification that is mandatory as a precursor to the end assessment. 8 End Point Assessment Options – what are they? For assessing practical competence options include: Observation in the workplace Testing Workplace projects (including demonstrating behaviours as outlines in activator standard) Portfolio of work Assignments For assessing a body of knowledge options include: Tests Exams Professional discussions For assessment knowledge based competency options include: Workplace projects Projects away form workplace or in community Professional discussions Assessment of work output/performance management Things to think about How revolutionary is Assessment of Apprenticeship standard?
