Identify critical freight highway infrastructure in the region using a quantitative, repeatable method → FPN classification Incorporate land use into the methodology Examine the existing conditions of the FPN Analyze trends/forecasts that may impact the FPN Develop performance measures related to the FPN Highlight and prioritize freight infrastructure for improvements and investment
