What is training? v
2
Under WIOA, “workforce training” is:
OJT Skill Upgrading Entrepreneurial Training Customized Training Other Occupational Skills Training Pre-requisite training Registered Apprenticeship Youth Occupational Skills Training v
3
Training under Title II
Training is allowable under Title II only if it is part of an Integrated Education and Training (IET) program IET is a service approach that provides AEL activities concurrently and contextually with workforce preparation activities and workforce training for a specific occupation or occupational cluster for the purpose of educational and career advancement. v
4
What have we been reporting
Currently, programs report training contact hours for IET v
5
What WIOA Requires us to Track
Under WIOA, we must track for each participant: The date training began The type of training* OJT Skill Upgrading Entrepreneurial Training Customized Training Other Occupational Skills Training Pre-requisite training Registered Apprenticeship Youth Occupational Skills Training *While these are not the only options for training reporting, these are the only options relevant for Title II v
6
What WIOA Requires us to Track (cont’d)
The program of study (for ETP programs only) The CIP (Classification of Instructional Programs) code The Occupational Skills Training Code Whether or not the participant completed training and when they completed or withdrew ETP – whether the program is on the ETP list v
7
What is the ETP List/ System?
The “Eligible Training Provider” (ETP) List includes training providers who have applied a Workforce Development Board for certification to receive WIOA funds The publicly accessible Statewide List of Certified Training Providers includes all training programs that are currently approved by one or more boards and certified by the Texas Workforce Commission. The ETP System is essentially the application and management system for ETP programs

Tracking Training for PY’17-’18
v
10
Tracking Training Services
In the coming program year, training needs to be tracked appropriately for all IET’s v
11
Training - What Will We Need to Track
v
12
1) Start Date You will need to indicate the start date of this training As you will see when we look at how training services are tracked, the start date of the training may differ from the start date of the basic skills component v
13
2) Provider You will indicate the provider of training services
This may be a provider on the ETP list or it may be another entity If the provider is on the ETP list, you will need to indicate that If you don’t know if they are on the ETP list for this particular training/IET, they probably aren’t, but we will be data matching on the back end to address discrepancies v
14
3) Training Service Name
You will need to name the training service What is the training you’re providing called? v
15
4) Training Service Type
You will need to indicate whether your training is: On-the-job training Skill upgrading Entrepreneurial training Customized training Other occupational skills training Prerequisite training Registered apprenticeship Youth Occupational Skills Training v
16
What are you most likely doing?
Other Occupational Skills Training Applies to most college training programs Entrepreneurial Training Applies to programs that provide workforce training through qualified instructors with business start-up expertise and result in business start-up activities Skill Upgrading Applies to necessary (training) skills to move up in the workplace (not workplace literacy) v
17
Other Types of Training
Important to know the definitions before you select these types of training as they are very explicit in the law v
18
Program of Study (Leading to)
Only required for ETP programs Will auto-populate in TEAMS so you don’t even need to think about it. But if you want to, the options are: A program of study leading to an industry-recognized certificate or certification a certificate of completion of an apprenticeship a license recognized by the State involved or the Federal Government an associate degree a baccalaureate degree a community college certificate of completion a secondary school diploma or its equivalent Employment a measurable skill gain v
19
CIP (Classification of Instructional Programs) Code
Taxonomic scheme that supports the accurate tracking and reporting of fields of study Most of the CIP titles correspond to academic and occupational instructional programs offered for credit at the postsecondary level v
20
How to Read a CIP Code The CIP is subdivided in a hierarchical, three-level structure. The highest level is the 2-digit series, followed by a 4-digit series (slightly more detailed) followed by the 8-digit series. 51) Health Professions 51.08) Allied Health and Medical Assisting Services ) Medical/Clinical Assistant ) Emergency Care Attendant (EMT Ambulance) 51.39) Practical Nursing, Vocational Nursing and Nursing Assistants ) Licensed Vocational Nurse ) Nursing Assistant/Aide v
21
What are some common CIP codes for our programs?
Administrative Assistant and Secretarial Science (General) Medical Office Assistant/Specialist. Nursing Assistant/Aide Welding Technology/Welder. Building Construction Technology v
22
Where can I find CIP Codes?
?y=55 Allows you to search by keyword/program type v
23
Occupational Skills Training Code
Code that describes the training occupation 8 digit O*NET SOC (Standard Occupation Code) Can be found at: v
24
Describes the training
What’s the difference CIP Describes the training O*NET SOC Describes the job v
25
For each… You need to pick the best option for your training program and the resulting program Some training programs may result in multiple job options – pick the best option If there’s not a CIP/SOC, it’s probably not an approved training for IET! v
26
Important things to Remember
v
27
Training in Isolation Training in isolation is not allowable in Adult Education Training must be a part of an IET v
28
Required Components of an IET
