5 OBJECTIVES Reduce energy consumption of manufacturing/industrial sector. Reduce emission of greenhouse gases Increase professional capability of Certified Energy Managers Increase competitiveness of AEMAS Certified Plants/Industries towards global market

6 CONTRACTING AUTHORITY
European Union Commission Switch Asia ASEAN Center for Technology

7 Training and certification of Energy Managers
Background The ASEAN Energy Management Scheme (AEMAS) was designed in under the Steering of the ASEAN Energy Efficiency and Conservation Sub-Sector Network and subsequently endorsed by the ASEAN Ministers on Energy Meeting (AMEM). It is now being established with funding from the European Commission (Switch Asia program) by the ASEAN Center for Energy and 7 partners in ASEAN countries. Training and certification of Energy Managers Certification of Energy End-Users Certification in 2 steps: certified energy manager and professional energy manager Certification recognized in 10 ASEAN countries AEMAS Certified Energy Managers gained credibility and enhanced professional standing Certification recognized in 10 ASEAN countries Certification acknowledges achievements in sustainable energy management systems AEMAS certification allows easy certification under ISO 50001 Inside page 1 (back to cover page)

8 AEMAS Regional Steering Committee
Structure The AEMAS is coordinated by the ASEAN Center for Energy and implemented in each ASEAN country by a Country Coordinator. In each country, the national AEMAS Support Networks are created to manage certification and accreditation process, recruit trainers and auditors, advertise the scheme and implement the training and promotional activities. Representatives from the 10 ASEAN Ministries of Energy (ASEAN EE&C SSN Focal Points) compose the AEMAS Regional Steering Committee. AEMAS Regional Steering Committee Action for Sustainable Development (France) AEMAS Regional Body Technical Support Expected inside page 2 Country Chapters (In each ASEAN country) United Nations Environment Program (UNEP) Country Coordinator National Support Network

9 Action plan 2010 2011 2012 2013 Establishment of AEMAS structure Training of AEMAS country experts Training of local trainers Training of local auditors Training and certification of energy managers Official launch of AEMAS Audits, certification of end-users Annual national conferences AEMAS international conference Rationale The ASEAN Centre for Energy is establishing the AEMAS as a key milestones in the achievement of the ASEAN Vision 2020 towards the integration of the ASEAN region. AEMAS will result in energy savings from certified energy-intensive industries of 200,000 MWh per annum, corresponding to annual CO2 emission reductions of 110,000 tons

10 AEMAS Regional Steering Committee
Composition: ASEAN EE&C SSN Focal Points (10 countries) Role: Ensure government support; ensure alignment of AEMAS with national and regional EE&C policies AEMAS Regional Body Composition: ASEAN Center for Energy Role: Coordination and supervision; ensure visibility of AEMAS at international level AEMAS Country Coordinators Composition: One partner organization in each ASEAN country Role: management of AEMAS at national level: training and certification of energy managers, local trainers, local auditors; certification of energy end-users; promotional activities National Support Networks Composition: professional associations, institutes of engineers, industry federations, universities, chambers of commerce, media, professional networks, etc. Role: support promotion of AEMAS, assist with training activities, participate in promotional campaigns Technical Support Partners Composition: international experts from Action for Sustainable Development (France) and UNEP Role: develop training curriculum and guidebooks; train local trainers and auditors; supervise certification and accreditation procedures Expected inside page 3 (flipping over page 2)

Organization of of workshops for Training and Certification of Energy Managers. Training and Certification of Advance Level Energy Managers

12 INSTITUTIONAL STRUCTURE
Training curriculum Accreditation and Certification procedures Training of Country experts Establishment of Country Chapters Establishment of Steering Committee

13 PROJECT MANAGEMENT AND EVALUATION
Establish project management structure Track project progress on quarterly basis Organize visit by AEMAS Regional Project Manager Conduct surveys among Certified Energy Managers

14 COUNTRY EXPERTS QUALIFICATION
ME, EE , CHE,IE preferably with Masters Degree 5- years working in Industrial plants and engaged in Energy Efficiency and Conservation With teaching experience/lecturer/resource speaker Communication and networking skills

15 CERTIFICATION OF ENERGY END USERS
Certification of Certified Energy Users – Implementation and monitoring of Energy end-users Train and accredit AEMAS Auditors Conduct Energy Audits

16 AEMAS Target Over 100 certified local trainers ( 20 – Philippines ) Over 100 certified local auditors ( 20 – Philippines ) Over 3,500 trained and certified energy managers ( 500 – Philippines ) Over 2,500 certified energy end-users 125 training workshops for energy managers ( 25 – Philippines ) 30 technical seminars 26 AEMAS national conferences ( 3 – Philippines ) 2 AEMAS international conferences 66 issues of AEMAS newsletters for over 16,000 recipients ( 150 – Phils ) AEMAS and ISO 50001 The Energy Management System of AEMAS and of ISO are similar; the only difference is that AEMAS certification requires end-users to demonstrate actual implementation of energy saving measures, which is not required under ISO 50001 AEMAS trained and certified Energy Managers will have the skills and capability to implement the AEMAS and ISO Energy Management Systems: the cost of ISO certification will therefore be significantly reduced for AEMAS certified companies, as they do not need to call on outside ISO consultants
