Vision Statement We envision a Commonwealth comprised of inclusive communities where all people with disabilities are valued and thrive.

Mission Statement The Council engages in advocacy, systems change and capacity building for people with disabilities and their families in order to: Support people with disabilities in taking control of their own lives Ensure access to goods, services and supports Build inclusive communities Pursue a cross disability agenda, and Change negative societal attitudes toward people with disabilities In so doing we will bring about benefits to individuals with disabilities other than developmental disabilities and, indeed, to all people.

Small grants (up to $10K per grant)

PADDC has a new State Plan
Effective October 1, 2016 to September 30, 2021 All the Council's Requests For Proposals – including grassroots grants – are part of this plan The Council and its grantees are still "finishing" work from last State Plan For more information, go to

Why Grassroots Grants? To encourage new ideas that Council can use in future activities To build on Council’s work that has already been done in new places and new circumstances To “grow” ideas that may lead to larger, statewide, grants in the future

All PADDC Grants Must The Council believes that all its projects must address: the following: Systems Change Meaningful Participation Disparate Impact Generic Social Change

Grassroots Grants Must
AND SO, The Council believes that the following ideas should drive grassroots grants: Generic change – providing benefits to people with disabilities in settings which are the same as those available to the regular community, and, if necessary, changing that generic community to meet the needs of people with disabilities. Disability competence – is closely allied with the work of doing other forms of cultural competence, and so we are also interested in you telling us how your work relates to people from racial, ethnic and sexual minorities. Inclusion – the work be substantially completed by people with developmental disabilities and their chosen family members

The Grassroots Grants Process
A 2 step process– 1) Submit a letter of intent (1-2 pages) All Letters of Intent reviewed to determine if they best meet the purposes of the Council. All who submit letters will be notified of outcome. 2) Submit final application “Finalists” will be notified by mail and receive a final application packet for submission. Requirement to attend a webinar before submitting your full final proposal.

The Letter of Intent should address:
Who you are What problem you are trying to address How you are trying to address it How this relates to the Council’s values and/or past efforts?

Who Can Apply Any group that believes it and its idea for a project would be a good fit for a Grassroots Grant is welcome to apply. However, there does have to be a party (for example, a 501(c)(3) organization) that can be legally responsible for the grant. There also may be tax consequences for the grant award, and the Council does not provide any tax advice

“Do’s” and “Don’t”s DO… Remember your audience/reviewers
Do what we say Have the planning, active leadership and work of the project be completed by people with disabilities and/or family members. Do make sure project has current or potential systemic impact. DON’T… Don’t ask for funding for direct services, other than for short term demonstrations of new and innovative approaches. Don’t ask for more than $10,000
