4 Structure of the FP7 Security theme
Tier 1: Capability projects: On the lowest level of the building block structure; Aim at building up and/or strengthening security capabilities required in the four security missions; This will be done through adaptation of available technology as well as the development of security specific technology and knowledge; In many cases these will also have cross-mission relevance; Their average duration is years; The funding scheme that applies to capability projects is collaborative projects. FP7 – Co-operation - Security

5 Structure of the FP7 Security theme
Tier 2: Integration projects: On the medium level of the building block structure; aim to develop a security system and demonstrate its performance; they depend upon the technology and knowledge building blocks carried out within the capability projects or elsewhere; their average duration is 4 years; the funding scheme that applies to integration projects is collaborative projects. FP7 – Co-operation - Security

Tier 3: Demonstration projects: on the top level of the building block structure carry out research aiming at large scale integration, validation and demonstration of new security systems of systems going significantly beyond the state of art; they depend upon technology building blocks of the integration projects and capability projects; they intend to promote the application of an innovative security solution are implemented in 2 phases FP7 – Co-operation - Security

Objective The framework programme on “Security and Safeguarding Liberties” aims at ensuring an effective operational cooperation in the fight against crime and terrorism and strengthening their prevention. Contributing to ensuring protection in areas such as crisis management, environment, public health, transport, research and technological development and economic and social cohesion, in the field of terrorism and other security and safety related risks within the area of freedom, security and justice. Objective Contributing to a high level of security for citizens by preventing and combating terrorism and crime, organised or otherwise, in particular trafficking in persons and offences against children, illicit drug trafficking and illicit arms trafficking, corruption and fraud. Action Grants Transnational projects must involve partners in at least two Member States, or at least one Member State and one other State which is an acceding or a candidate country. Third countries and international organisations may participate as partners, but are not permitted to submit projects. National projects are eligible as starter and/or complementary measures to transnational projects, or if they contribute to developing innovative methods and/or technologies with a potential for transferability to actions at EU level Security

Action Grants - examples of 2010 targeted calls: Measures concerning the threat posed by possible use by terrorists of chemical, biological, radiological & nuclear materials; Radicalisation leading to terrorism; Trafficking in human beings; Illegal use of internet; Financial and economic crime; Cross-border law-enforcement co-operation. Framework partners Framework partnership agreements are concluded for a period of maximum 4 years to provide for long term cooperation with public bodies with responsibility in the area of prevention of and fight against crime. Public bodies, including law enforcement agencies, responsible Ministries and national statistical bodies are eligible and encouraged to apply for partnership Potential applicants should have the operational capacity to carry out at least three projects in the areas of activities specified in Section 5 (Call for Framework Partners) during four years Security
