4 Features of Zilla Parishad
A body corporate (S.8) Dy.CEO is Secretary of Zilla Parishad Conduct of Business Rules President of Z.P. under S.54 (1) (e) exercise administrative supervision and control over CEO for securing implementation of resolutions or decisions of the Z.P. or of the Standing Committee or of any Subject Committee or of Panchayat Samitis. S.54 (2) President’s Emergency Powers S.94 (3) withdrawal of CEO by Government on 2/3rd majority resolution.

5 Features of Zilla Parishad
S First schedule schemes to be implemented (execution, maintenance) S (1) (b) State Government can transfer works/schemes to Z.P. S Agency function and charges S ZP’s Power to acquire, lease, sale or transfer property with previous sanction of such authority as prescribed by rules.

S.55 For transfer of property of Village Panchayat permission of CEO is compulsory. Includes sale, lease more than 3 years or any other transfer.

9 Administrative Powers
1- The Chief Executive Officer is empowered – S.95 to laydown the duties of all Officers and servants working under the Zilla Parishad and Panchayat Samiti. call for an explanation from any officer or servant of Zilla Parishad make temporary arrangement for holding charge and discharge of functions of office during leave, or transfer or absence of any officer or servant working under Zilla Parishad.

10 Administrative Powers
The Chief Executive Officer - shall be entitled to appoint servants in the District Technical Service (Class III ) and District Service (Class III )under sec.239. shall appoint servants of Class IV service in prescribed manner. Is disciplinary authority for class 3 and 4 employees. shall supervise and control the execution of all activities of the Zilla Parishad.

The Chief Executive Officer – shall take necessary measures for the speedy execution of all works and developmental schemes of the Zilla Parishad shall have custody of all papers and documents connected with the proceedings of meetings of the Zilla Parishad and of its committees

The Chief Executive Officer – Is CR writing authority for officers of Class I and Class II grade holding office under Zilla Parishad shall have supervision and control over the acts of officers and servants holding office under Zilla Parishad

Chief Executive officer is empowered to delegate his powers to sub-ordinate officers working under Zilla Parishad Every such order shall be laid before the President of Standing Committee or relevant Subject Committee or Committees for information

15 Financial Powers The Chief Executive Officer empowered to-
Draw and disburse money out of the district fund. (Sec.95 (g)) Accord Administrative Approval for works and developmental schemes {S-125(1)(a)(i) and (b) (i)} Acceptance of tender or contract of works and developmental schemes Monthly, quarterly and annual statements of receipt and expenditure to be placed before Standing Committee for approval. (Account Code Rule No.60) Power to grant advance from District Fund under rule 210-B of Account Code.

To prepare budget every year of receipts and expenditure of Z.P.{136(1) &(3). To forward the accounts prepared U/s-136(1) together with the report of finance committee. Budget statement of accounts to approved before prescribed date (27th March){S-136(9)

18 Powers and functions related to Budget and Accounts
To forward the budget estimate of ZP to the State Govt. for approval if ZP fails to approve them on or before prescribed date (S-137(5) To supervise and control the execution of all activities of ZP(S-95(2)(c))

19 Function regarding conduct of Business
Attend every meeting of Zilla Parishad , tender information or clarification with the permission of the presiding authority during meeting (Sec-95(c) Attend meetings of any Committee of Zilla Parishad and of Panchayat Samiti in District.(Sec-95 (2))a)(I) Custodian of all papers and documents connected with the proceedings of Zilla Parishad and of its committees (Delegated)

Discussion with elected representative is needed especially for- Preparation of Ziila Parishad general body meeting Preparation of DPC meeting Preparation of Standing/ Subject Committee meeting Before Aam Sabha of Panchayat Samiti Before taking any Important decisions like General transfers, Finance Commission Grant distribution , preparation of MGNREGA Annual Action Plan etc.

To plan and prepare development plan of various schemes and works under different heads of account. Speedy and timely execution of works and schemes . Timely review and monitoring of various state and centrally sponsored schemes. Emphasis should be given on schemes related to human development
