3 FRAMEWORK The Overall Objective of the project Increased access to justice for all in particular for women in Shinyanga region by 2020. Specific Objective (s) of the project To increase awareness to 12,000 community members on Paralegal services in Shinyanga region by 2020. To empower community members on human rights and legal rights in the target region by 2020. To strengthen the capacity of districts Paralegal Organizations and other key stakeholders to promote legal Aid services in the target region by 2020.

5 PROJECT ACTIVITIES Conduct skills training on project cycle and financial management for Paralegal Organizations Conduct refresher training on amended laws for existing Paralegals Carry out for 25 new Paralegal training in Ushetu and Msalala district Provide coaching and mentoring Paralegals Skills sharing and learning mission Hold annual consultative workshop between Paralegal and duty bearers in each district Council Hold quarterly stakeholders meetings at the Council level in each year Provide comprehensive Paralegals performance meetings Disburse grants to six (6) Paralegals Organizations

Carry out (6) Project sensitization meetings with stakeholders Conduct (6) public legal empowerment meetings per district Council in each year Carry out capacity building on human rights by using theatre arts in each district Council Participate in annual National and International event i.e legal aid day,16 days of activism, International Women day and African Child day Engage radio session to increase public awareness Hold quarterly, semi annual and annual public events between Paralegals and LGA Identification of community special groups and training them on legal issues Conduct outreach Information's

7 METHODS OF IMPLEMENTATION
Dialogue; Due to indigenous knowledge of legal rights, special groups still violated in different aspects regardless on the fact that they know their rights or they do no know, the project will enhance other partners and other stakeholders to challenge them and share about gender based violence (GBV) Advocacy and Lobbing; the program will conduct community festivals (district or region) on relevant themes regarding women rights during International Women day, International girls day, African Child day,16 days of Activism and Human Rights day, all this will contribute in sending out advocacy message to different stakeholders/audience.

8 Cont…………… Theatre for Community Development; here Paralegals will be empowered on how to deliver message through dram show or cultural dances to the community. Legal education and awareness; among citizens to be able to condemn violence against women and also to empower to use a solution Focused Approach to take lead on violence prevention. Documentation and dissemination; through media (radio and magazine) we have been able to introduce the new project and also to introduce the works of Paralegals at districts level. We met with journalists from Faraja FM (Shinyanga town),Radio Kwizela (Msalala district),Kahama FM (Kahama district) and some of the editors from Mwananchi (Monday 17,2016 by Suzy Butondo) who have been able to publish our works and also sometimes they directs people where they can get legal assistant

9 Cont……………………….. Facilitation Approach; systems is designed to create major changes that will successfully transform vision and plans into results. Project Coordinator and M&E Officer collaborates to clarify project objectives during orientation meetings with stakeholders and creates customized agenda and methodology to ensure productive sessions. The facilitation possesses experience, expertise and wisdom in particular areas, they direct feedback, make judgments and suggestions as appropriate i.e project planning, Organizational design and key project activities.

Participatory method; The project focused on participatory approach to programme design, Monitoring and Evaluation, learning session, field research by adopting interview and questionnaires. With participatory approach PACESHI adopted key stakeholders to maximize learning and analysis of the experience, For instance we involve WEO’s,SWO’s,CDO’s,media,Court,Police Officers, Religious leaders and NGO’s,these played a role to show us the size of the problems and direct us where we should start and which villages are more practice the issue of violence against women. It is in these process members of local communities discuss and prioritize their needs and some groups or individuals raise their voices of unequal imbalances of power between men and women, the haves and have nots,therefore the presence of Paralegals within their surroundings will benefits positive impacts on legal education and legal assistant in various areas.

11 Direct beneficiaries Around 150 Paralegals from six (6) sub-units of each district in Shinyanga region are the direct beneficiaries in the project Implementation.PACESHI is working as Regional Mentor Organization to assist Paralegals to associate the problems and directly reports in specific areas and ensure justice is accessible and ensure their clients sufficiently achieved what they desired in legal awareness, legal rights and legal assistant. Indirect beneficiaries; PACESHI expected to reach more than 12,000 people who will be indirectly benefit from this project, community members, ward tribunals and others in the whole region.

12 COLLABORATION/NETWORK
The team proposed for the action are NGO/ CBO, Social Welfare Officers, Community Development Officers, Ward tribunals,Court,Police gender desk, Health Officers, Media (Television,radio and magazine),Religious leaders Influential people, Community exist groups (SACCOS,VICOBA) and Special groups i.e widows,orphans,disabled,elders and people disabilities.
