1. Learning Technology Acquire learning technology equipment or facilities, including but not limited to interactive whiteboards, computer servers, and desktop, laptop, and tablet computers 2. Broadband & Wireless Internet Install high-speed broadband or wireless internet connectivity for schools and communities. 3. Security Features Install high-tech security features in school buildings and on school campuses, including but not limited to video surveillance, emergency notification systems, and physical access controls. 4. Pre-K and Other Instructional Space Construct, enhance, and modernize educational facilities to accommodate pre-kindergarten programs and to provide instructional space to replace classroom trailers.

ITPS - Instructional Technology Plan Surveys Survey was designed to compile all data related to technology planning and needs in one place based on the Commissioner’s regulations. The survey covers a three-year period July 1, 2015 – June 30, 2018 And must be updated annually – due by June 30 of each year Complete the Survey with online form, print in a PDF format and send to BOCES for certification An interim date was set for August 28th for revisions Deadline to SED is October 16, 2015

SSBA Smart Schools Bond Act Nassau County what is the Status?… 43% Missed the Date of… August 28, 2015. 14 districts have received confirmation that their plans are certified by the state. 13 Surveys are Pending approval from the State 13 districts have NOT summited an ITPS Applications are being certified by Nassau BOCES’ everyday and they are sending the checklists to SED for approval. Upon approval the District submits their ITPS via the business portal. All ITPS will be in by October 16, 2015 and BOCES will have submitted 100% of the Nassau County Schools ITPS to SED

The NEXT STEP Investment Plan
SSIP Overview 1st submission, Supplemental or Amended Approved Tech Plan, Stakeholders, Website, LEA/Schools can partner to form a consortium, MOU Budget sub-allocations by category 1. School Connectivity Federal Communications Commission minimum of 100Mbps per 1,000 students SSBA funds used for technology infrastructure investments must increase the number of school buildings that meet or exceed the Federal Communications Commission minimum speed. Robust WiFi If the district intends to have students and staff access the internet from wireless devices with the school building, they must ensure a robust Wi-Fi network is in place to meet the user demand. Describe how you have quantified this demand and how you plan to meet it. Waiver If district believes that it will be impossible to meet this standard within 12 months. It should describe criteria for a WAVIER.

2. Community Connectivity (Broadband & Wireless) Eligible for reimbursement, construction related expenses must relate to school building connectivity. Community Connectivity Funding E-Rate category 2 funding requirements Wireless – consider the number of internet enabled/mobile devices To determine bandwidth, technology, and equipment needs CONSULT the EXPERTS e.g. BOCES PLAN plan plan If a project will be to erect, repair, enlarge, or remodel a school building it must be reviewed by the Commissioner Office of Facilities Planning – OFP will determine whether the Project is appropriate for a Streamline review. Streamline Review –SSB Funds on certain limited cost e.g. connectivity devices (no construction or new wiring) you will only need to certify that all installation was reviewed by a LICENSED Architect or Engineer and that the project is code-compliant, just provide names and numbers. e.g. Door hardening, Building Entry System, electronic door unlatching, cameras Standard Review – A project that is Capital intensive, an infrastructure project, installation of wiring or other construction will require a review by the OFP OFP will review compliance SSBA Categories and assign a Project # identifying it as a SSBA Project. There is a provision for one trade projects

Classroom Learning Technology Interactive Whiteboards, Computer Servers, Desktop Computers, Laptop Computers, Tablet Computers, Other Cost , Total Streamline Review – if you will use SSB Funds on certain limited cost e.g. connectivity devices (no construction or new wiring) you will only need to certify that all installation was reviewed by a LICENSED Architect or Engineer and that the project is code-compliant, just provide names and numbers. E.g. Door hardening, Building Entry System, electronic door unlatching, cameras Office of Facilities Planning – OFP will determine whether the Project is appropriate for a Streamline review. SSIP (Smart Schools Investment Plan) Process:
District develops Smart Schools Preliminary Plan with public engagement including non-public schools in district. The Tech Plan is posted to the district website for a minimum of 30 days and notice is provided to the public regarding a hearing. Community feedback is provided. The district plan is finalized and approved by the Board. The final plan is posted on the district website. District Investment Plan is submitted via the business portal. 2 week notice

Capital Projects Connectivity Projects High-Tech Security Some Projects may require a Project # from the Office of Facilities Planning Once the district submits the Smart Schools Investment Plan (SSIP) via the Smart Schools Bond Act application on the NYSED Business Portal, the district will be notified that the plan was received. Following submission, the following process can be expected: The NYSED will review plans for completeness and request any further information required. The Smart Schools Review Board will meet quarterly to review all complete plans. Once approved, the district will be authorized to spend the funds defined within the submitted SSIP. District expends funds. District submits for reimbursement (Form on NYSED Website). Reimbursement can be ongoing. A district does not need to expend the entire allocation prior to submitting reimbursement forms.

Where will the money come from Have districts budgeted for the Bond? Most likely cannot use the money this School Year No request for reimbursement will be accepted until the relevant category section receives approval. David Albert, spokesman for the New York State School Boards Association stated “definitely a reasonable concern, a district may not have the resources to go out and purchase expensive technology or infrastructure and then wait to be reimbursed,” BOCES financing of projects SSBA funds may not be used for: Professional development Technical support (installation is eligible for funds) Staffing Software (only if bundled) Construction projects that do not deliver enhanced connectivity to a school or community.
