1 Healthcare for the Future Public Consultation

2 Consultation  NHS Cumbria CCG has the legal responsibility for leading local consultations. Working closely with other NHS organisations and the Success Regime. Outcome of public consultation is an important factor in health service decision making - others factors include clinical, financial and practical considerations.

3 Consultation No decisions made – nothing is pre-determined.
We are here to listen to you. Responses will be analysed independently. No decisions will be made until the spring 2017. Public consultation is not a vote on, or a veto over, any form of change.

4 We face some big challenges…
Overall population health is not good Difficulty attracting doctors, nurses and others Too many hospital admissions and long stays The NHS is significantly overspent CQC - some services inadequate or need improving

5 Uncertainty isn’t helping…
Need to remove the uncertainties Need to tackle the difficult issues Need the public’s help in making decisions

health and social care provision in rural, remote and dispersed communities”

7 Delivery through Integrated Care Communities
Joined up care - communities of 20k to 70k people Involving NHS, social care & voluntary sector Care at home or close to home More people remain independent for longer Reduce the need to attend or stay in hospital Greater use of technology & home adaptations

Safer services Of higher quality That are clinically sustainable And financially sustainable

9 So what are the potential service changes we are consulting on?

10 Children’s services Inpatients at CIC & WCH - low-risk only at WCH overnight, short stay assessment at CIC and WCH Inpatients at CIC with short stay assessment at WCH and CIC Full consolidation at CIC with paediatric outpatients only at WCH * NHS preferred option in bold and purple

11 Maternity services Antenatal and postnatal care continues at WCH and CIC with all options Consultant-led maternity care at CIC and WCH Midwife-led unit only at WCH Full consolidation at CIC

12 Community hospital inpatient beds
Four options that see consolidation of inpatient beds Consolidation on six hospital sites Consolidation on five hospital sites Consolidation on a different five hospital sites Consolidation on three hospital sites

13 Emergency and acute care
Outpatient care and elderly care at CIC and WCH in all options 24/7 A&E at WCH and CIC 24/7 Urgent Care Centre and daytime A&E at WCH 24/7 Urgent Care Centre at WCH with A&E at CIC

14 Hyper-acute stroke services
Rehabilitation services at CIC and WCH with both options Five day a week stroke services – as at present Dedicated hyper-acute stroke service at CIC

15 The local NHS financial position
Overspend now - £70m Overspend in £163m (if we do nothing) More efficient working- can save £85m New ways of working – can save £45m Clinical changes – can save £2.1m

16 The future for West Cumberland Hospital
Some acute surgery returning Some trauma returning More planned surgery taking place Major new diagnostic suite planned More people treated at WCH than before
