5 Votecal: now What? Conditional Voter Registration (CVR)
Phase 1 (Part 1) – Completed January 2017 Provided the foundational functionality required to support CVR (e.g., information phase) Phase 2 (Part 1) – June 2017 Improves Phase 1 functionality by providing an automated ballot validation check to help counties determine whether to issue or accept a CVR provisional ballot EMSs include “Red/Yellow/Green” indicators for ballots Phase 2 (Part 2) – September 2017 Provides a portal containing a “bingo board”, displaying completion of voting participation history from poll rosters for each county Phase I – Foundational CVR functionality Includes the basic functionality required to support CVR: Addition of a new voting method code, Conditional Voter Registration (CVR) Registrants through the public access website will receive a message to go to their county election official’s office to receive a CVR ballot EMSs will provide counties with a report identifying voters who have moved in or out of their county during the CVR timeframe DIMS will modify DIMS.net to search and display ballot status information for statewide searches; DFM will modify EIMS to store ballot status information for an election EMSs will be modified to immediately send ballot status information to VoteCal VoteCal and the EMSs will internally capture, store, and display CVR ballot status information (ballot issued, accepted, rejected, counted) CVR ballot status information (counted/not counted) will be displayed on the public access website Standardized values for CVR provisional ballot reject reason codes will be implemented in March 2017 Phase II -

7 Votecal: now What? SB 450 – The Voter’s Choice Act
Changes to VoteCal and the EMSs will: Enable counties to designate their model for an election (either polling place or vote center) Provide voters the locations, dates and times of Vote Centers and VBM ballot drop off in their county for each upcoming election Support SB 450 reporting requirements: Enable counties to document if an individual registered to vote at a Vote Center Enable counties to document if a voter casts a ballot at a Vote Center, and if so, at which Vote Center the ballot was cast Standardizes and captures the method used to return a Vote By Mail (VBM) ballot

8 Votecal: now What? County Test Environment
Provides an SOS/EMS test environment which closely resembles production Includes: Copies of SOS and county EMS production data A connection to the DMV’s production interface for IDV The functional file based interfaces for VoteCal processes and validations (CDCR, CDPH, DMV COA, EDD/NCOA) Active connectivity between the VoteCal and opt-in county test environments Will enable counties to test new EMS releases, participate in mock elections, practice using new functionality, and test new or modified business procedures

9 Votecal: now What? County Test Environment
Counties may “opt in” to use the test environment County responsibilities: Possess and maintain the required hardware and software licenses to set up and support a local EMS test environment Provide and maintain a local EMS test environment containing a full copy of county production data and network connectivity and security Identify, and/or create within the test environment, the required data for any tests that the county intends to execute and conduct the desired testing Request file-based interface execution from the SOS as needed to support county tests.

10 Votecal: now What? Another Mock Election!
Considering another mock election using the county test environments Enables counties to simulate an election using the new CVR functionality Dates and details are being discussed with the BPC and will be forthcoming
