Conclusion and actions: - What kind of figures do we want? - What is useful to know and to use at European /national level? - What actions can we carry out to have a view on the sector trends and perspectives? - who is collecting regularly figures of the members? - can we add 3-5 questions regarding trends and perspectives such as in Germany? - start with Germany, Norway, Switzerland, France, Finland and UK?

6 AIE draft position on Review of the EPBD
- AIE’s response to consultation introduced on 30 October - DG ENERGY organised a high-level stakeholders’event on 14 March on EED and EPBD Main recommendations & considerations of draft AIE position: ► Include measures for existing buildings integrating active efficiency in the building (>< passive efficiency) ► Enhance the installation of effective and individual measurement of the real energy usage by energy type ► Enhance consumer’s awareness and responsible consumer’s behaviour (through individual metering information) and access to ownership of data

7 - Emphasize the end user benefits and how they can actively participate to the energy market : important role of the electrical contractors - Avoid today’s discrimination of electrical solutions and use of electricity in buildings through the use of PEF - Tackle the active role of a building and its operation phase - Proposals on how to: - increase efficiency - increase renovation - increase awareness - increase investment - increase renewables

Next steps: - Joint letter with EBC (Eur. Builders Confederation) and GCP Europe on common interest - existing buildings and increase of renovation rates: strenghten the requirements regarding the active role of the building / obligation to preliminary inspection of the technical systems / - enhance the role and image of technical contractors : advisers for technical solutions / to be involved ASAP in the project - raise awareness of consumers: individual metering and measurement / information campaigns / EPC

9 Potential organisation of a joint event in September: - Give another picture of the installers’ community, in particular regarding the delivery of energy efficiency services and training and skills - Target group : Commission, construction value chain, RES community, media & press groups, Renovate Europe, BPIE Outcome: Manifesto of the European installers

10 AIE’s draft position on the Review of Directive on Energy Efficiency
- AIE recommends a binding target of 40% by Yes to EE obligation schemes if based on principles of open, transparent and free competition - AIE recommends live and individual metering information - with access to meter data and consumption = free

- AIE supports highly profitable technical solutions and systems with a short Return on Investment - and asks more financial support for public and commercial buildings through strengthening ESCO’s and the development of Energy performance contacts - to increase the value/price of carbon emissions

Update on Primary Energy Conversion Factor (PEF) >Stakeholders meeting held on 21 January - The study is under finalization – should have been finished by the end of April. The Commission will then define its approach and how to process with calculation method. - A Joint consultation forum on Ecodesign EED - PEF will be scheduled at the end of June or Mid July. • The expert group will be set up in autumn 2016

Brussels news and policy developments Circular Economy Package: > Background: pending legislative proposals for waste + one of the EU’s key strategies to stimulate sustainable economic growth and jobs > new Circular Economy Package (on 2 December 2015) to cover the full economic cycle not just waste reduct. targets = "closing the loop" of product lifecycles: from production and consumption to waste management and the market for secondary raw materials.

Brussels news and policy developments Posting of workers Directive: > Directive dates from > Labour markets have changed – divergences in wages → New labour and mobility package issued on 8 March to adapt the rules: - ensure that local and posted workers are subject to the same rules on remuneration according to the principle ‘same work same pay’

Brussels news and policy developments Posting of workers Directive: - workers posted for more than two years should be fully covered by the labour law of the host Member State - conditions applying to local temporary agency workers, also apply to cross-border temporary agency workers.

Brussels news and policy developments Worldskills Europe (WSE) and Euroskills: > AIE platform of technical experts: meeting on 14 March > Outcome of the GA WSE: Greater visibility for AIE: - AIE to hand out award on closing ceremony - Visibility on website, access to members only area, participation in M&C WG, transparency of contact data (experts) - AIE article in the WSE newsletter
