Bridge/ Culvert Preservation Initiative (BCPI)

3 Pavement Preservation Initiative
Strategic, long term program of identifying, programming, budgeting, and completing pavement preservation projects. Improve the statewide condition of INDOT’s pavement network at the lowest possible cost . Part of INDOT’s overall Pavement Preservation Program, which includes elements of the Maintenance Work Program and District Pavement Program.

4 Available Treatments HMA Treatments:
1. Asphalt Crack Seal (Activity 207, crack filling) 2. Rout and Seal (Activity 209, crack sealing) 3. Seal Coat 4. Microsurface 5. QC/QA HMA Surface 4.75mm (0.75 in. thickness) 6. UBWC

5 Available Treatments PCCP Treatments: 1. PCCP Patching
2. PCCP Joint Sealing 3. PCCP Profiling/Retexturing 4. PCCP Dowel Bar Retrofit  ADA requirements must be met as necessary.  See Indiana Design Manual (IDM) Chapter and the INDOT Standard Specifications for specific details on each treatment.

10 Seal Coat Design INDOT is developing a seal coat design program
With simple material inputs, will generate theoretical application rates Use as a starting point, field adjustments as required

11 Fog Seal Study Heritage Research Group (Asphalt Materials Inc.)
Chip Seal on SR 43 Life Cycle of AE-F versus AE-F with SBR Additive Life Cycle of AE-F versus SS-1h Applicability of AE-F versus SS-1h for Fog Sealing Comparison of chip retention performance associated with each emulsion

12 AE-F (with SBR Additive)
Study Layout AE-F Diluted SS-1h = Section Break where Felt Paper will be used to provide an emulsion break Each section will consist of one distributor load emulsion AE-F will be delivered jobsite and applied AE-F SBR additive will be added and mixed onsite SS-1h will be diluted and terminal, and be picked up AE-F (with SBR Additive)

13 Field Performance Testing
Monitored by HRG Visual inspections at specified intervals Identifying at least one designated area within each section and photographing it immediately after construction and after specific intervals of time in the range of 1 to 5 years.

17 INDOT Treatment Guidelines for Pavement Preservation
INDOT manual Includes descriptions of all preservation treatments in INDOT’s toolbox Specification References Construction Procedure Applicable Distresses Corrected Special Considerations

18 Bridge/Culvert Preservation Initiative
The BCPI will be subdivided into 3 categories, due to differing inspection and management practices. Also listed is INDOT’s approximate inventory of each category: Bridges (Span > 20’) = 5,200 Large Culverts (Span between 4’ and 20’) = 9,000 Small Culverts (Span < 4’) = 90,000

19 Benefits The long-term benefits of the BCPI will be:
An overall improvement in network bridge and culvert condition An overall reduction in spending required to maintain INDOT bridges and structures, compared to traditional rehabilitation practices.

20 Expectation of Program
Bridge – Wearing Surface, Deck, Joint Reduction in # bridges with ratings falling below 5 (<4) Bridge – Superstructure and Substructure Reduction in # bridges falling below 5 (<4) Bridges Under Fill – Culvert Rating Culverts – Overall Rating (Type I, Type II and Small Culverts) Reduction in # culverts falling below 5 (<4)

21 Treatment Categories Qualified BCPI treatments may be considered as:
Preventive Maintenance – Specific activities that are scheduled on a fixed cycle that are intended to maintain a structure at its current level, and prevent deterioration. Corrective Maintenance – Specific activities are not scheduled and are reactive in nature, intended to correct more extensive damage and prevent further deterioration but limited to localized areas of a specific structural element.

22 PM Activities Bridge preventive maintenance activities include:
Cleaning/flushing bridge decks Substructure/superstructure washing Cleaning deck drains Cleaning/lubricating bearings Cleaning joints Deck sealing

23 Corrective Maintenance
Bridge corrective maintenance activities include: Sliplining (bridge culverts only) Deck patching (shallow/deep) – Maximum 10% deck area Approach slab restoration Joint restoration/replacement Mudwall patching Thin deck overlay (e.g. Flexogrid) Spot coating Substructure patching/sealing Concrete Superstructure crack mitigation Erosion mitigation Debris removal/channel cleaning Brush Cutting/Herbicide Application* Railing repair* Relief joint repairs* Attenuator upgrades*

26 Project Selection The Division of Maintenance Management and District Support in conjunction with the Division of Asset Management and Program Engineering will prepare a candidate list of BCPI projects from the appropriate databases. The District Systems Assessment Manager will review the candidate projects and develop a list of proposed structures and treatments. This list will be ranked according to priority and the method of performing the work (INDOT work forces or contract). The District will propose BCPI qualifying projects into SPMS. Projects will be defined as “maintenance and preservation” and scored according to BAMT scoring rule D-1. Preservation projects should not typically be considered if future rehabilitation work is programmed within the life of the preservation treatment. Once approved by the BAMT, the identified list of BCPI projects will be finalized as detailed in Section 4 to allow adequate contract development time (contract) or procurement of materials and scheduling of resources (District work forces
