WHAT ARE VALUE ADDED FEATURES (VAF)?  Features of a Construction project designated by the Specifications to include a warranty  Requires the Contractor or a delegated Responsible Party to repair deficiencies found in a Value Added Feature for a certain period of time  Warranty period can vary by Specification

3. WHY DO WE USE VAF?  Allows the Department to shift the risk of maintenance and repairs identified after final acceptance to the Contractor that performed the work  Drives good construction practices and proper Quality Control during Construction  Provides a maintenance – free product for a specified time

4. VALUE ADDED FEATURES IN THE SPECIFICATIONS  Value Added Asphalt Pavement (Section 338)  Value Added Reworked Asphalt Concrete Pavement (338B)  Value Added Repaved Asphalt Concrete Pavement (338C)  Value Added Portland Cement Concrete Pavement (Section 355)

THE VALUE ADDED FEATURES PROCESS  Covered in great detail in CPAM chapter 8.148.14  Warranty Coordinators are structured differently in different Districts  Important to familiarize yourself with your District’s Warranty coordinator/coordinators  Regardless of structure, process found in Chapter 8.14 should be followed

THE VALUE ADDED FEATURES PROCESS  Features entered in Contract Information and Monitoring System (CIM)  Minimum number of inspection intervals are scheduled in CIM  Final inspection should be scheduled just before the end of the warranty period  For Value Added Pavement, inspection are accompanied by Pavement Condition Surveys (PCS)

8. THE VALUE ADDED FEATURES PROCESS  If deficiencies are noted, the Contractor or other Responsible Party is contacted to perform remedial work  Department sends a “Notice of Remedial Action” via certified mail  Contractor must submit a Remedial Action Plan or request a hearing at the Statewide Disputes Review Board  If the Contractor is responsible, he performs the remedial work  If the Contractor is not responsible the Department determines how the remedial work will be accomplished

THE VALUE ADDED FEATURES PROCESS  Once remedial work is completed and accepted, Contractor is notified of the acceptance in writing  Failure to perform  If the Contractor does not perform the remedial work, request a Statewide Dispute Review Board meeting or compensate the Department the project is sent to the Statewide Warranty Coordinator for further action

VALUE ADDED ASPHALT PAVEMENT (Section 338)  Three year Warranty period  When construction of embankment, subgrade or base below the pavement is included in the Contract, the Contract, the Contractor is responsible for the warranty period  When there is no construction of embankment subgrade or base below pavement (milling and resurfacing), Contractor can designate Responsible Party

12. VALUE ADDED ASPHALT PAVEMENT (SECTION 338)  Responsible Party must be a Sub-Contractor must be prequalified for asphalt  Contractor must designate a Responsible Party using Form # 700- 010-53700- 010-53  Form must be given to Warranty Coordinator for future remedial work

VALUE ADDED REWORKED ASPHALT CONCRETE PAVEMENT (Section 338B)  Three year warranty period  Contractor is responsible for the warranty of the feature  Contractor must perform remedial work and provide a Warranty/Maintenance bond  Bond must be submitted and accepted upon final acceptance  Bond only covers the reworked asphalt layer and hot mix friction course layer

VALUE ADDED REPAVED ASPHALT CONCRETE PAVEMENT (Section 338C)  Five year warranty period  Contractor is responsible for the warranty of the feature  Contractor must perform remedial work and provide a Warranty/Maintenance bond  Bond must be submitted and accepted upon final acceptance  Bond covers the binder course layer and the friction course layer

20. VALUE ADDED PORTLAND CEMENT CONCRETE PAVEMENT (Section 355)  Five year warranty period  Contractor is responsible for the warranty of the feature

VALUE ADDED BRIDGE COMPONENTS (Section 475 Design Build only)  Five year warranty period  Contractor is responsible for the warranty of the feature unless otherwise agreed to by the Department  Warranty covers materials and workmanship  Bridge Deck Expansion Joint Devices and Hardware  Armor and Hardware

22. VALUE ADDED BRIDGE COMPONENTS (Section 475 Design Build only)  Seals  Coatings  Bearing Devices  Bridge Lighting/Electrical Systems  Drainage Systems

PERFORMANCE TURF (Section 570)  Contractor must warranty the feature  No set time period for the warranty  Contractor must maintain all turf areas, including erosion prevention and sediment control until it meets the Department’s definition of “established”  Only VAF whose warranty period could end with final acceptance

GALVANIZED STEEL STRAIN POLES, MAST ARMS AND MONOTUBE ASSEMBLIES (Section 649)  Five year warranty period that only applies when poles, mast arms and assemblies are painted as called for in the contract Documents  Contractor can designate the feature fabricator as the Responsible Party for the warranty period using Form # 700-010-20700-010-20  Failure to timely designate a Responsible Party will result in the Contractor being the Responsible Party for the duration of the warranty period.
